Thc test borings and aquifer testing will assist in determining the most favorable location for a
well that will provide the necessary capacity for the surface water treatment plant.

ri'ho detailed Aquifer testing will further define the capacity of the aquifer at the selected
locz~tion through construction of a 12-inch test well. Monitoring wells will be constructed
m'ou~d this well to assess the impact of pumping on the aquifer. The well will be tested for
pro<it~ction capacity and the water will be analyzed for meeting the State drinking water
rcqt~ircments.

[ ltilization o£ surface water sources requires treatment to meet Federal and State Drinking water
stal~dar¢ls. Recent development of membrane technologies has significantly reduced the cost of
t~'cat~ncnt, thus reducing the cost of implementation of surface water sources. In order to
dctcrminc the most cost effective configuration of the membrane treatment system, membrane
Iiltration pilot testing will be conducted. A small membrane plant will be located on the site
ami thc water fi'om one of the test wells will be processed and tested. This small plant will
provide operational data for design of the actual treatment plant. Based on aquifer and
lncmbrane system testing, a Preliminary Design Report will be prepared. This report will
include preliminary designs and cost estimates for the water treatment facility and the water
supply and transmission main facilities

Tho pmjcctcd schedule for this work if approved is to construct the wells in January and
}:cbmary and run the Pilot Plant in March and April. The water has the highest concentration of
suspended solids and is coldest at this time of year. Cold water and suspended solids are the
somc: o f tiao most critical challenges for membrane plants.

proposed costs for this work are summarized below:

?,cvicw of Hydrogeological Data
Test Borings and Aquifer Testing (based on
two locations for test drilling)
l)ctail Aquifer Testing
Membrane Filtration Pilot Plant Testing and
Preliminary Design
Total Estimated Costs

$7,500
$50,000

$75,000
$50,000

$182,500

costs listed are not-to-exceed amounts, and only the actual costs incurred will be billed.

'1 hc (iomprehensive Water Plan had a budget of $200,000 for this work.

Staff Reco~nmendation:

S tal'l' recommends approval of the overall contract with Bolton &Menk, Inc for the First Design
['hast of tho River Bank Water Supply Collection System and Water Treatment facility.
