in violation, Staff will be looking ~,~ ahemative methods to create the same effect, He
:~taff saw a new' product at the APWA convention in Minneapolis this week. It is a
steel panel with raised domes and a non-skid finish. The product is manufactured in
x,',;i:~constn. It is on the Minnesota Department of Transportation Approved list for truncated
systems. The product was tested by Wisconsin, and staff has requested test results for this
He advised staff recommends adopting the new detail for pedestrian curb ramps, as
domes systems must be on the iVfN/DOT list to be installed in Ramsey.

,Modon bv Councilmember Olson, seconded by Councilmember Cook, to recommend the City
c;ouncii adopt the new pedestrian curb ramp detail as outlined by staff.

Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson and Cook. Voting No:
,'-7one.

Consider the Improvement on 160t" Lane to the Trappers Ridge Subdivision

Azsistant Public Works Director Olson stated recently the City acquired a full 66 feet of fight of
way over the westerrumost 416 feet 9f Section 15 to provide access to the Trappers Ridge
zubdivision. The purpose of this right of way acquisition was twofold, first, to provide access to
!be new Trappers Ridge subdivision, and second, to preserve a transportation corridor for future
(:onnection to adjacent public roadways when the area more fully develops. At the present time,.
lhe acquired right of way provides access to the single residence of the Trappers Pddge
~;ubdivision. Staff has received requests from the property owner froTM whom this right of way
has been obtained to improve the right of way with a City street. The cost of constructing a street
~o cZit? standard would be a minhnum of $26,000. This cost will be higher if drainage requires
more than a simple roadside ditch, The chief benefit of improving this segment of roadway at
this. time would be to provide more convenient road access to the adjacent property owners since
;t only serves direct access to one property. '"

r~tx,' ..~t, orn y Goodrich distributed the settlement agreement between the City and the Dusbabek
arid K. aas properties in relation to 160th Lane. H:e advised as part of the negotiated settlement, the
City agreed to not specially assess either property for any improvements of 160th Lane un~til those
p.~.-c potties develop or subdivide.

Community Development Director Trudgeon explained there seems to be ongoing dispute about
who can use 1 tS0th Lane and who will maintain it. The City originally thought Mr. Bower would
!~ave tire ability to utilize the driveway and gave him permission for that. After doing more
ie.~wr)d.: it was determined that since there.is a public right-of-way there is nothing the City can
do ko prevent anyone from using that right-of-way. Due to the ongoing disputes among the
pr~)per~:? owners staff would like to bring this forward to the Council to consider whether 160th
Lane :.hould be made into a City road so there are no longer disputes. -'".

[.o~'i i(:ms stated they were not aware of an ongoing dispute regarding the use of the road.

Public Works Committee / September 20, 2005
Page 6 of 9
