(3ommunity Development Director Trudgeon indicated additional Planning Commission <br />comments were the need to widen a portion of Llama Street south of the Bunker Lake <br />Road extension and the provision of two accesses onto Bunker Lake Boulevard for the <br />townhomes immediately west of Armstrong Boulevard. Two residents were present and <br />were concerned about the lot sizes against their properties and the amount of traffic on <br />Alpine Drive. He advised a motion was made by the Planning Commission to approve <br />the preliminary plat and preliminary site plan subject to conditions. The motion failed on <br />a 3-3 vote. After discussion amongst members, it was decided that the Summerset <br />Meadows preliminary plat should go forward with no recommendation by the Planning <br />('ommission. Community Development Director Trudgeon advised staff is <br />recommending approval of the preliminary plat of Summerset Meadows subject to the <br />conditions included in the staff report. <br /> <br />Mayor (lamec asked if there are other developments in the City with lots the size proposed in <br />this plat. <br /> <br />(;ommunity Development Director Trudgeon replied the single family lots in The Village of <br />Suntlsh l,ake are not quite as small as 61 feet. The lots in Town Center 8th and l0th Additions <br />are bclween 60 and 65 feet. <br /> <br />(;ouncihncmber Cook commented the vicinity of this site should be looked at as a continuation <br />ot' 'l'()wn Center, rather than a normal development. He noted these lots are smaller, but there is <br />a publi c park with greenspace, and without that park the developer could probably have included <br />more traits. There is a give and take with this. He agrees with staff that it is not a good idea to <br />move thc park to make a transition area. It is also not a good idea to move the pond, and there <br />a~'e just as many people that would be upset about having a holding pond behind their house as a <br />residence. There was discussion about including a trail as a buffer, but there have been a lot of <br />complaints about putting a trail adjacent to back yards as well. He stated he was contacted by a <br />homeowner located on Alpine Drive that backs up to this site, and she does not want this in her <br />back yard. Itc looked at the area and there are trees in that location. He agrees with the Planning <br />Commission that a wider easement is needed on Llama Street because of not knowing what the <br />other area will bring. He stated this developer has done a good job of echoing the spirit of Town <br />('enter and continuing the parkway feel of Bunker Lake Boulevard into this subdivision. This <br />d~:vclopmcnt includes the concept of new urbanization. <br /> <br />Councihncmbcr Strmnmen asked if there will be a homeowners association in the single family <br />portion of' this development. This would deter new homeowners from eliminating the trees that <br />are put in as a buffer. <br /> <br />A representative of Pulte Homes stated the entire development will be within an association. <br />There may be a way to place an easement or deed restriction in the homeowner documents that <br />would require the trees to remain. This could be similar to wetland planting areas and things of <br />lhat nature. She stated the Planning Commission and homeowners were informed that Pulte <br />I lomcs would be willing to plant additional trees. Regarding the smaller lots, it is a new <br />urbanism type of approach.
