PARK DEDICATION FOR THE MEADOW <br />'By: Leonard Linton, Civil Engineer <br /> <br />CASE # / <br /> <br />Background: <br /> <br />GM ltomes has submitted the preliminary plat for The Meadow, a single family home project' <br />on thc site of the current City Hall, Fire Station and Police Station. They are proposing 51 <br />si~gle family, urban service lots. This development is in the Prakie Recreation District. <br /> <br />Ol)serwttion: <br /> <br />The proposed project is approximately 50 acres. The homes are placed around the perimeter <br />of thc site. The interior area is proposed to be reserved for future public use. The site has trail <br />access to Alpine Park and will have trail access to Elmcrest Park .a,!0ng-TH 47. Ramsey <br />I~Icmentary School is southwest of the site. The new_streets will provide access to the existing <br />crosswalk in front of the school. A sidewalk will be required along the public streets per City ' <br />policy. <br /> <br />The interior lot is proposed to be he. Id for possible.]school c-~onstruction. The sch~ool district has <br />~2.ot committed to constructing a schobl on this site and do not have a timetable for when the <br />decision could be made. The site will be owned by the city since the existing fire station will <br />need to be maintained until a new station is constructed on Alpine Drive. Park facilities could <br />'l)e constructed on the lot; however they would most likely be removed if a school is <br />constructed on the site. Discussion at the sketch plan review focused on providing a play <br />ground on the fire station site. It may be possible to construct the play ground prior to the fire <br />station; factors to consider include defining the site plan and-providing adequate separation <br />between the playground and the station during construction. <br /> <br />l ,otl, Block 1 is zoned Public/Quasi-Public and will remain in city control. If the zoning <br />should be changed from this designation in the future then dedication of park land will be <br />required since the Public/Quasi-Public lot provides open space in this plat. <br /> <br />A t~'ail must be constructed along Nowthen Boulevard in accordance with City pOlicy on trails <br />and sidewalks. The trail must extend to the nearest street intersection. Portions of the trail <br />outside the limits of the plat are eligible for credit against the required_trail dedication. Trails <br />~tnd walks inside the development are not credit eligible. <br /> <br />Staff RccomInendation: <br /> <br />['ark dedication in cash is recommended as long as the public use area is preserved. A trail <br />~ust be constructed along the east side of Nowthen Boulevard. The trail should connect to <br />Alpine Drive and to 15ffh Avenue. The portion of the trail outside the plat boundaries would <br />~)e trail credit eligible. <br /> <br />Commission Action: <br /> <br />1 <br /> <br /> <br />
