SKETCH PLAN REVIEW FOR SHOREWALK <br />By: Leonard Linton, Civil Engineer <br /> <br />CASE <br /> <br />Background: <br /> <br />Shorewalk, LLC has submitted a sketch plat to develop the property east of Sunfish Lake. The <br />proposed development has a mix of single family and townhomes. The proposed project is <br />~tppro×imately 90 acres. The developer is requesting that the project be approved as a Planned <br />Dnit Development (PUD). The project was presented to the Planning Commission on <br />November 3, 2005 and the request was denied. The developer was directed to prepare a new <br />sk~:tch with fewer townhomes, more.single family homes and more access to the lake and <br />wetland. <br /> <br />'l'he site is in the Sunfish Lake Recreation District. The District is bounded by Sunfish Lake <br />Boulevard, Nowthen Boulevard, Bunker Lake Boulevard and TH 10. Emerald Pond Park and <br />t:lintwood Terrace Park are within this district. Alpine Park is west of Sunfish Lake <br />I/ouleval'd. Alpine Park and Emerald Pond Parks are approximately g mile from this site but <br />will require crossing major streets. Please disregard the sketch in the packet since it will <br />ch~mge and focus your preparation on the recreational needs in the distriCt. A list of the <br />c:xisting amenities is attached. <br /> <br />The Park and Trail Plan shows a north south off-road trail along the east side of this parcel. It <br />also shows an east west trail along the south side of this parcel. A trail is also proposed along <br />the east side of Sunfish Lake Boulevard. A trail was constructed from Alpine Drive to the <br />southern plat limit of Fox Knoll 2na. Trails constructed as part of this plat must connect to this <br />trail and extend it to Sunwood Drive. <br /> <br />~/'hc site is west of Ramsey Elementary School and separated from the school by wetlands. A <br />boardwalk connection across the wetland would provide access to the recreational facilities at <br />tl~e school. Creating at trail along the west edge of the wetland will provide the north south <br />connection shown on the trail plan and provided a connection point for a boardwalk to the <br />school. This trail may also provide maintenance access to the existing sanitary sewer line <br />under the wetland. <br /> <br />The developer is requesting the project be processes as a Planned Unit Development. There is <br />a requirement for 50 % open space in a PUD. This space is typically association maintained. <br />~l'hc need for additional public space, not association maintained, should be eValuated. <br /> <br />Staff Rcco~nmendation: <br /> <br />No formal action required at this stage, however Commissioners are asked to evaluate the <br />existing park amenities in this district and the adjacent districts and recommend new or <br />innovative park features that can be passed on to the developer. The trails shown on the Park <br />and Trail plan must be incorporated into this project. Public space in addition to the PUD <br />~'eq~dred ()pen space should be provided in this development.
