CC Regular Session 5. 10. <br />Meeting Date: 11/07/2022 <br />By: Todd Larson, Community Development <br />Information <br />Title <br />Adopt Resolution #22-252 Approving Grading Agreement for Trott Brook Crossing; Case of Twin Cities Land <br />Development (Project #21-130) <br />Purpose/Background: <br />On January 11, 2022, the City Council approved the Preliminary Plat for the Trott Brook Crossing subdivision, <br />which is located on the land between Variolite Street NW and Nowthen Boulevard NW north of Trott Brook (the <br />"Subject Property"). The applicant has requested authorization to begin preliminary mass grading of the Subject <br />Property yet this year before the ground freezes. Grading is anticipated to start at the west end of the site and <br />move eastward. Preliminary Grading is a standard process that the City allows in anticipation of future <br />development. <br />Approval of a Grading Agreement would allow the Applicant to remove necessary trees and shrubs from the site <br />and then move dirt around onsite to create the slopes and grades approved by the City. Grading is an extremely <br />important part of any project to ensure that the project is safe for future owners from flooding, excessive runoff, <br />rain events, etc. The City has allowed preliminary grading on several occasions, most notably the sites of <br />Lynwood and Preserve at Northfork. <br />The Lower Rum River Watershed Management Organization (LRRWMO) approved the project on September 15, <br />2022, with standard conditions such as silt fencing, rock construction entrances, and street sweeping. <br />Notification: <br />Notification is not required. <br />Observations/Alternatives: <br />Attached is a standard Grading Agreement for private development consistent with previous City Council <br />approvals for this project. This agreement sets minimum expectations as well as providing a financial security to <br />ensure that the project is completed in accordance with City Code and inspection fees for the Engineering <br />Division to complete inspections throughout the process. <br />Funding Source: <br />All costs associated with processing this Application are the responsibility of the Developer. <br />Recommendation: <br />Staff recommends approval of the request. <br />Action: <br />Motion to Adopt Resolution #22-252 Approving Grading Agreement for Trott Brook Crossing. <br />Attachments <br />Site Location Map <br />Resolution #22-252 <br />
