CC Regular Session <br />Meeting Date: 11/07/2022 <br />By: Diana Lund, Finance <br />Information <br />Title: <br />Introduce Ordinance #22-28: 2023 Schedule of Rates, Fees and Charges <br />7. 1. <br />Purpose/Background: <br />The city annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such <br />items as building construction, business licenses, utility rates and planning and zoning. <br />A listing of the schedule of rates, fees and charges is attached. Changes are noted on the far right column of the <br />schedule. The majority of the changes from 2022 to 2023 are reflected in the planning and zoning section with <br />several applications being replaced with a single Land Use Application and increasing developer related escrows <br />to more accurately cover city costs. This section also included an increase in Park Dedication Fees & Trail fees <br />that were brought forward to the Park & Rec Commission on 10-13-22 and recommended for approval. <br />Facility use Fees are also increasing to reflect increased staff costs.For example, football field maintenance costs <br />will increase from $47.00/week to $75.00/week. <br />Increases in utility related charges will be only on those related to development: Connection/Trunk & lateral <br />benefit charges on Water, Sewer and Storm Drainage. The increases will be 3.3% which is based on the <br />national/local construction cost index of June 2022. Water meters for new development have been adjusted to <br />reflect the increases in purchase price. <br />Quarterly utility billing charges related to water and sewer will be brought back to the City Council in 2023 when <br />the proposed water treatment plant construction bids will be known. <br />Notification: <br />The Schedule of Rates, Fees and Charges are adopted annually by ordinance. A public hearing on the ordinance <br />is normally held in November to allow the thirty -day waiting period and have the rates become effective January <br />1, 2023. <br />Time Frame/Observations/Alternatives: <br />1. Accept the rates as proposed. <br />2. Hold all rates constant with 2022 rates. <br />3. Recommend changes that arise from input at public hearing. <br />Recommendation: <br />Staffs recommendation is Option 1 and to Introduce Ordinance #22-28: 2023 Schedule of Rates, Fees and <br />Charges. <br />Outcome/Action: <br />Introduce Ordinance #22-28: 2023 Schedule of Rates, Fees and Charges. <br />
