CITY COUNCIL WORK SESSION Topic Report: McKnight Foundation Master Planning Grant Application By: Patrick Trudgeon, AICP, Community I)cvelopment Director Background: I,ast month, Staff submitted a letter of interest to the McKnight Foundation to help fund a series of forums and planning meetings to assist the City in determining the best way to grow in the next 20-30 years. The McKnight Foundation has indicated an interest in the proposal and has requested additional information about the proposal by December 1, 2005. [Jndcr thc proposal, McKnight Foundation grant money would fund four forums that would have nationally recognized speakers focusing on future regional land and social trends, transportation alternatives, innovative zoning techniques, and community ecology. These public formns would help educate and build capacity for policy makers, staff, and citizens on the abovementioned topics. Subsequent to these forums, a unique public meeting using Open Space Technology (OST) will help gain consensus on how the City should grow. The funding is also designed to provide for resources for the staff and pol icy makers in implementing the outcomes of the process. I1' ftmdcd, this proposal could mesh very well with the current Comprehensive Planning [Jpdato. However, adoption of a new Comprehensive Plan would need to wait until the process is completed; thus making it very likely adoption of the plan would not occur until 2007.
