City Administrator Norman indicated with the; negotiations, there will be a Comprehensive Plan , <br />amendment coming forward to designate this area as public facilities. <br />Councilmember Strommen expressed concern with traffic on CR 5 in the area of the current City <br />Hall campus. She stated this entire area is striped as a passing zone, but there are left turn lanes <br />going into the neighborhoods. There have been drivers attempting to pass on the left as other <br />drivers are turning left into the neighborhoods. She requested staff to look into this situation and <br />the possibility of either striping the area as no passing and/or adding turn lanes. <br />Councilmember Jeffrev noted the speed study that was discussed at the Public Works Committee. <br />was conducted over MEA weekend. He stated he does not want to give up on this point. <br />3) East/West Corridor Alignment <br />Moved up in the agenda to precede Case No. 1. <br />4) Urban Village 'Tour Discussion <br />City Administrator Norman reviewed that two separate trips to suburbs in Phoenix, Arizona and <br />Los Angeles, California, took place on Apri127`h and 28`h, and a second group on June 7`h and 8`h <br />of this year. While the two separate groups had many opportunities to visit with one another <br />during the trips, findings of the two separate trips have not been shared with the two groups <br />collectively. Staff will prepare a summary report and findings based on this discussion. . <br />Management Intern Schmidt provided a recap of the tours taken by the Council in Phoenix, <br />Arizona and Los Angeles, California. <br />The Council discussed the following issues associated with the urban village tours: sprawled <br />out, pedestrian friendly, water features, security, coordination under one property coordinator, <br />public restaurants, property management, well marked crossings necked down at the <br />intersections, fireplaces, recreational or outdoor elements in the retail area, the need for master <br />planning, landscape architecture, shuttles, architecture, a fountain with a theme song; street <br />vending and street events, and farmers market. <br />Mayor Pro Tern Elvig stressed the need to discuss issues such as street vendors and street events, <br />and the security that would be needed. <br />Councilmember Strommen commented on the need to find an analogous situation, as the land in <br />Town Center is not all under the control of one owner. <br />City Administrator Norman indicated staff will prepare a draft of summary and findings based on <br />this discussion. <br />• <br />City Council Work Session / July 19, 2005 <br />-232- Pane 4 of 6 <br />
