• Long cul-de-sac that loops to the west: The property owner of the home located in front <br />of City Hall is not part of this plat. The developer has proposed a cul-de-sac in this <br />location. At some point in time the City would like to see a through street at 151" <br />Avenue and CR 5. There are two "'options regarding this; one option is a phased <br />development, the other option would be to eliminate a couple of the existing lots and use <br />the City Hall access until there is control to move the access. <br />• The Planning Commission stated a great deal of concern with the neighborhood and the <br />Planning Commission is that there is not a commitment from the School District for a <br />school. <br />• The Commission was concerned with the use of a PUD with smaller than normal lot sizes <br />for single family homes. <br />Ms. Frolik advised the developer is looking for direction from the Council on the proposed <br />sketch plan. <br />City Administrator Norman indicated the Council has discussed a land swap for the land south of <br />the City Hall Campus with GM Homes informally in Council. work. session. In order to proceed <br />with this land swap it will need to be made formal. Tonight staff is requesting Council <br />comments regarding the sketch plan. <br />Gene Shellerud of GM Homes discussed the following issues with the Council in relation to the <br />sketch plan: <br />• Lot sizes: A concern of the Planning Commission was the size of the lots for the PUD. It <br />was explained that the houses proposed in the plan would fit on a 50 foot pad. GM <br />Homes is asking for a PUD and narrower lots, and would provide more side yard <br />setbacks with the 50 foot pads on 70 foot lots. <br />• Direction regarding the cul-de-sac: GM Homes does not have a problem with giving up <br />some lots or revising the end of the cul-de-sac to tie in with the main road access into the <br />current City Hall. <br />• Direction regarding 152"d Avenue: GM Homes does not see a need to create turmoil in <br />the neighborhood if 152"d Avenue does not need to be a through street. <br />• Direction regarding 152"d Lane: Sanitary sewer comes in to the north on 152"d Lane, and <br />plans have been proposed for the utilities. GM Homes would propose a through street at <br />152"d Lane. <br />,N/ s. Frolik indicated staff would advise that 152"d Avenue and Helium Street should be through <br />streets in the future. <br />Public Works Director Kapler stated there are answers to several limited access areas in this <br />sketch plan that the City has had a history in trying to connect. He highly recommends these <br />connections be made at this time. <br />Mavor Pro Tem Elvig asked what the plan is for the existing City Hall and Fire Hall. He noted <br />access will be necessary for a Fire Hall to be located in this area. <br />Public Works Director Kapler stated it is essential that the Fire Hall have a direct route out to CR <br />5 or Alpine Drive, not through a neighborhood. <br />City Council Work Session / September 20, 2005 <br />Page 2 of 7 <br />—239— <br />
