The illleadow: Preliminary Plat Review <br />November 17, 2005 <br />2 of 5 <br />r <br />Other Lot Requirements: The lots were designed with a minimum width of 70 feet, versus the <br />standard 80 feet required in City Code, This may be allowed if the request for rezoning to. PUD <br />is approved. The existing trail easement along Alpine Drive must be preserved. There is an <br />existing easement for the .overhead power lines along Alpine Drive that is shown on the plat. <br />The building pads must be outside of these easements. <br />Traffic analysis Report: The City Charter requires a traffic analysis report for this <br />development. The report is being generated but is not completed at the date of this writing. It is <br />anticipated that the traffic analysis will be available by November 22 and that the impacts will <br />not be significant. <br />• <br />Grading and Drainage plans: The grading and drainage plans have been reviewed. The <br />following items need to be addressed. The plans sheets provide adequate overlap between sheets, <br />addition of match lines will aid in reviewing the plans. Lot 21, Block 1 does not meet the <br />required minimum slope of 2.0%. The back yard grading along Alpine Drive should be reviewed. <br />The rear yard catch basins are close to the house pads and only serve the western most lots. The <br />existing trail could be removed and replaced closer to the right-of-way to allow grading of this <br />area. 0 <br />The construction entrance will not be permitted at the location shown. The City of Ramsey does <br />not require rock construction entrances as they are ineffective with the native soils. The erosion <br />control plan must be revised to require daily sweeping of adjacent streets during active <br />construction and as directed by the City. The drainage from the back yards of Block 3 is directed <br />off site without rate control. The drainage from the back yards of Block 4 is also directed off site <br />without rate control. <br />Ponding basin No. 1 has a standard outlet pipe and a second pipe as an emergency outlet. The <br />City would prefer to not have duplicate pipes. Please investigate the potential of installing a <br />second outlet structure. with a rim elevation. of 879.0 on the outlet pipe. The pipes downstream of <br />this structure could be upsized to provide capacity for the emergency overflow. <br />Separation must be provided between the inlets and the outlets of both ponds to prevent short <br />circuiting of the water and to provide maximum treatment. <br />The outlet pipe from Ponding Basin No. 2 is directed off site to a pond in a drainage and utility <br />easement. The emergency overflow shown does not discharge to a drainage and utility easement. <br />Ponding basin No. 2 and the existing pond must provide storage for back to back 100 year storms <br />with out discharge. <br />• <br />—260— <br />
