The Meadow: Preliminary Plat Review <br />November 17, 2005 <br />4 of 5 <br />Tree Preservation: The tree preservation plan, dated September 30, 2005, is acceptable. A <br />majority of the existing tree cover is proposed to be removed to facilitate this development: The <br />removals mostly consist of red cedars, red pines, and Siberian elms, none of which are. distinctly <br />unique or merit special status ( the Siberian elm is also considered an invasive species). <br />However, as mentioned in the landscaping section, due to the large number of removals, there <br />should be new plantings that go above and beyond the minimum requirements. <br />The City will be attempting to move some of the trees that are located on the City Hall campus. <br />Some of the potential candidates are located in the green space between the two driveways at the <br />west end of the property (off of Nowthen Blvd), which are noted on the, tree preservation plan as <br />being removed. Coordination with the City will be necessary to ensure that any trees potentially <br />slated to be moved are not damaged or inadvertently removed. <br />Trail Fee: Trail Fees must be paid for new lots created prior to release of the final plat for <br />recording. The current rate is $550 per unit; the rate in effect at the time of final plat approval. <br />will be collected. The Park Commission recommended a cash payment to satisfy trail fees. <br />Trail Development: The developer will also be responsible for constructing a trail along the east <br />side of Nowthen Boulevard to 15Q`h Lane. The portions of the trail outside the plat boundaries <br />will be credit eligible. 0 <br />Sidewalks: Per recommendations made during the preliminary plat public hearing on November <br />3, 2005, a sidewalk is shown along both sides of Helium Street. Another recommendation <br />resulting from the public hearing was that there be sidewalks installed on both sides of Street 2; <br />that recommendation must be incorporated into the preliminary plat. The Planning Commission <br />also recommended that the City Council assign responsibility and funding for the installation of a <br />sidewalk on 152"d Lane between this new plat and Brandseth to the east. A sidewalk along <br />Germanium would also be desirable. The reasons for suggesting retrofitting Brandseth with <br />sidewalks is that 152"d Lane is opening up between the two neighborhoods and the likelihood <br />that there will be two schools within 1 mile of the homes at some point in the future. <br />Sewer and Water Trunk Fee: Sewer and Water Trunk Fees must be paid for the new lots prior <br />to the release of the final plat for recording. The current rate is $2,962 per unit; the rate in effect <br />at the time of final plat approval will be collected. <br />Stormwater Management Fee: A stormwater management fee must be paid for all new lots <br />being created. The current rate is $384 per unit; the rate in effect at the time of final plat approval <br />must be paid prior to the City's release of the final plat for recording. <br />• <br />—262— <br />
