Regular Planning Commission 7. 4. <br />Meeting Date: 12/01/2022 <br />By: Todd Larson, Community Development <br />Information <br />Title: <br />Zoning Code Update Discussion - Lighting <br />Purpose/Background: <br />As part of the Zoning Code update, staff has been bringing forward various topics for discussion based on <br />Planning Commission input this summer. Tonight, lighting is being presented. Currently, City Code only <br />regulates lighting in business districts with a requirement that the light source (light bulb) cannot be seen from <br />offsite. Though a simple sounding statement, this requires someone to calculate view angles based on fixture, <br />height, and placement on a property, which can be complex. Staff is proposing regulations that simply state a <br />pole height maximum in relation to residential property with a blanket rule that lighting must be shielded to <br />prevent off -site views of the light source. It also creates minimum light levels for parking lots, walkways, and <br />building entrances to help with public safety while providing a maximum light level at property lines. <br />The proposed language does not affect typical residential lighting, seasonal lighting, or landscape lighting. <br />Notification: <br />None required. <br />Observations/Alternatives: <br />N/A <br />Funding Source: <br />This update is considered a part of staffs normal duties. <br />Recommendation: <br />None at this time. <br />Action: <br />None at this time.
