1) City Council regular meeting minutes dated September 27, 2005 <br />2) City Council regular meeting minutes dated October 11, 2005 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for Sketch Plan Review of Clemens 2"d Addition; Case of Vincent <br />Clemens <br /> <br />Associate Planner Dalnes advised that Vincent and Evelyn Clemens are:proposing a minor <br />subdivision to convert one existing outlot into one buildable lot generally located at the corner of <br />Ebony Street and 137® Avenue NW. <br /> <br />Associate Planner Datnes. stated the subject property is zoned R-1 M-USA and lies within the <br />Critical Overlay District for the Mississippi River. The proposed lot will be 16,240 square feet in <br />size, which exceeds the minimum lot size of 12,150 square feet, and conforms to the minimum <br />lot width of 90 feet in the Overlay District. Access to the proposed lot will be gained fi.om <br />Ebony Street. Sewer and water facilities recently became available to the Clemens' outlot, and <br />the lot will hook up to these facilities located in Ebony Street. <br /> <br />Associate Planner Dalnes explained that as part of this application, the applicant will need to <br />submit an application for a vacation of easement, due to the minor shift in the southern property <br />line. This shift was recommended by staff, in order to avoid future conflict regarding the <br />property lines. She requested the Commission provide comments regarding the sketch plan. <br /> <br />Chairperson Nixt asked if the applicant has any objections to the Staff Review Letter dated <br />October 25, 2005. <br /> <br />Mr. Clemens responded in the negative. <br /> <br />The Commission did not express any objections to the proposed sketch plan. <br /> <br />Case #2: Request for Site Plan Review; Case of Dyna, Plast/Olson General Contractors <br /> <br />Assistant Community Development Director Frolik advised that Dyna-Plast is currently located' <br />at 13911 Unity Street N.W in Business Park 95 6th Addition. She explained that the site plan is <br />proposing to construct a 5,760 square foot manufacturing addition onto Dyna-Plast's existing <br />23,400 square foot facility. The site plan is exceeding all setbacks and lot coverage has been <br />calculated at 17%, which is under the 45% maximum lot coverage restriction established in City <br />Code. No new accesses are proposed. <br /> <br />Assistant Community Development Director Frolik noted the proposed building addition will <br />consist of exterior materials that will match the existing building, which consists of a <br />combination of common, single score, burnished and rock face block. The ~ading and drainage <br />has been reviewed by the Engineering Department. The landscaping plan is generally <br />acceptable.
