Street, legally described as Lot 1, Block 2~ Gateway North Industrial Park. The property is <br />zoned F.-2 Employment Office and warehousing is permitted within this district. <br /> <br />Mr. Trudgeon advised the proposed building has total lot coverage of 23% and conforms to all <br />required setbacks. Building materials are satisfactory and consist of pre-cast, concrete panels <br />and multiple windows. Additionally, the site plan meets all parking requirements and <br />landscaping and lighting regulations. There are some minor details missing from the grading and <br />drainage plans, which is addressed in the staff review letter. He explained the applicant has <br />requested to install Class V surface in the rear of the proposed building. While not generally <br />allowed by City Code, the size and weight of the equipment and machinery Used in Dave Perkins <br />Contracting requires the use of Class V. The use of Class V materials is subject to City Council <br />approval. . <br /> <br />Mr. Trudgeon stated the applicant will need to pave Limonite Street in order to gain access from <br />i.t, and has been asked to submit a revised site plan and .grading and drainage plan indicating the <br />intent to do this work. Staff is requesting that' sewer and water be installed as part of this road <br />construct/on, and there are still discussions on how this will take place. He explained the City of <br />Ramsey is paying for the sewer and water trunk and lateral fees and park dedication fees through <br />a business subsidy agreement as outlined in the Devel6pment Permit. The trail fee and <br />stormwater management fee are the responsibility of the developer. He advised the Planning <br />Commission recommended approval of the site plan, contingent upon the comments included in <br />the Staff Review Letter. The Chair of the Planning Commission asked the applicant, Dave <br />Perkins, if he found the letter acceptable, and Mr. Perkins indicated that he knew he was required <br />co pave the road, but he was not aware that it had to be paved with curb and gutter, according to <br />City standards. He indicated that he did not want to install curb and gutter, but that he would <br />work with City staff. Mr. Perkins plans now include the installation of curb and gutter. Mr. <br />'lTrudgeon advised that staff and the Planning Commission recommend, site plan approval. <br />~.:ontingent upon compliance with City Staff Review Letter dated September 27, 2005, revised <br />October 19, 2005 and contingent upon the paving of Limonite Street, and the Developer signing.. <br />a Development Permit with the City. <br /> <br />Assistant Public Works Director Olson indicated Mr. Perkins has stated he expects the cost of <br />~:xtending sewer and water to be approximately $25,000. Staff would like direction fi'om the <br />Council on how to proceed with this dollar amount, as it is not included in the business subsidy <br />agTeement. He explained the issue is twofold. As staff was going through this site plan they <br />~mticed there are two properties without sewer and water, which are the B and A Cylinder site <br />and th.e KIH property. Those subdivisions would require extension of sewer and water. IfB and <br />A Cylinder were to subdivide in the future with a north/south line there would be no other <br />9ossibility for the site to. access sewer and water other than from Limonite Street. If the property <br />were [o subdivide in an east/west direction it would not necessarily need water and sewer from <br />Limonite Street. However, in the absence of that decision the City needs to provide for Sewer <br />and water down Limonite Street to plan for future subdivisions should that occur. <br /> <br />Mayor Gamec requested staff's input regarding Mr. Perkins not paying for the sewer and water <br />improvements. <br /> <br />City Council / October 25, 2005 <br /> Page 5 of 22 <br /> <br />P63 <br /> <br /> <br />
