Motion carried. <br /> <br />Case #9: <br /> <br />Acquisition of 14050 Basalt St NW <br /> <br />Economic Development/TIF Specialist Sullivan indicated staff has been directed by the EDA to <br />facilitate development and redevelopment activity and to acquire properties in the City's <br />Development District No. i as willing sellers, put their properties on the-market. Staff has <br />negotiated a sale with a willing seller and is excited about redeveloping a property that has beer~ <br />vacm~t for over a year. Staff has obtained an appraisal and an environmental assessment of the <br />property and has presented an offer of $315,000 for the property contingent on City Council <br />approval. This purchase price requires the City to assume and 'be made responsible for payment <br />of all environmental clean-up costs associated with the site. The appraisal of $280,000 was <br />completed in February 2005 so it is feasible that the value would have increased significantly <br />due to development in the surrounding area. He advised the acquisition of this property would <br />be funded through TIF District No. 2. <br /> <br />Economic DevelopmenffTIF Specialist Sullivan explained staff has advised the owner of <br />possible relocation qualification and benefits. It is the position of staff that there is no business <br />to relocate at the present time and that this land sale is not subject to relocation due to its <br />inactivity and open market sale. The owner has a=o-reed to waive any relocation. He explained. <br />during the environmental assessment it was determined-that there were significant clean-up <br />issues, including high levels of PCB's, involved with the former Saint Paul Terminals site. A <br />grant was awarded to the City of Ramsey .fi.om Met Council for $295,000 to assist in the clean- <br />up of this parcel. Staff is requesting that the City Council approve the purchase a=o-reement for <br />the subject property. <br /> <br />Mayor Gamec inquired if the $315,000 is a high purchase price if there is clean-up required on <br />i:he site. <br /> <br />Economic Development/TIF Specialist Sullivan replied the appraisal of $280,000 completed <br />,::artier in the year did not include clean-up on the property. However, ' the City did acquire <br />$295,000 in grant money for the property to assist in the clean-up. The estimate for the total <br />clean-up on the property is $300,000 to $400,000. TIF District No. 2 funds can be used to not <br />only purchase the property, but assist in the funds needed'to complete the clean-up. It will be a <br />benefit to have the City involved in the clean-up and ensure that it is done properly.. <br /> <br />Councilmember Elvig expressed concern with possible relocation costs. <br /> <br />City Attorney Goodrich advised it does not appear that this site would be eligible for relocation <br />e×penses, but it cannot be ruled out.
