CC Regular Session 5. 16. <br />Meeting Date: 11/22/2022 <br />By: Bruce Westby, Engineering/Public Works <br />Information <br />Title <br />Adopt Resolution #22-270 Approving Proposal from Bolton and Menk, Inc. to Prepare Plans and Specifications <br />for Improvement Project #23-04, 167th Avenue Reconstruction <br />Purpose/Background: <br />City Improvement Project 23-04 proposes to reconstruct 167th Avenue between Nowthen Boulevard (CSAH 5) <br />and Saint Francis Boulevard (TH 47). This street segment is approximately 6,000 feet (1.13 miles) in length, and <br />the width varies between 40-feet on the westerly rural section (0.97 miles) and 48-feet (0.16 miles) on the easterly <br />urban section. A full shoulder/parking lane exists on both sides of this street segment. <br />This segment of 167th Avenue is a Municipal State Aid (MSA) street, and must be designed to MSA standards, <br />including a 10-ton pavement design. Staff proposes to generally leave the street at its current widths and <br />elevations. A figure showing the project scope is included in Bolton & Menk, Inc's professional services proposal <br />attached to this case. <br />Attached are previous City Council cases with the adopted Resolutions pertaining to this project including; <br />• Case #13323, Resolution #22-130 (June 14, 2022) - City Council accepted a proposal from Bolton & <br />Menk, Inc. or topographic survey from Bolton & Menk, Inc. <br />• Case # 13 546, Resolution #22-201 (August 23, 2022) - Council authorized a contract with Haugo <br />Geotechnical Services for geotechnical evaluations <br />• Case #13534, Resolution #22-204 (August 23, 2022) - Council ordered the City Engineer to prepare plans <br />and specifications <br />Due to City Council's current efforts to increase funding for the City's Pavement Management Program (PMP) <br />by $12 million dollars, Staff requests Council approval of the attached professional services proposal from Bolton <br />and Menk, Inc. to prepare final plans and specifications and administer the bid process for Improvement Project <br />#23-04 at a not -to -exceed fee of $121,405. These costs are proposed to be paid for as indirect project costs using <br />the City's State Aid funds. Contracting with Bolton and Menk, Inc. to prepare final plans and specifications for <br />this project will allow Engineering Staff to prepare plans and specifications for the remaining 2023 PMP projects <br />in-house. <br />Recommendation: <br />Staff recommends adopting Resolution #22-270. <br />Action: <br />Adopt Resolution #22-270 approving the proposal from Bolton and Menk, Inc. to prepare plans and specifications <br />for Improvement Project #23-04, 167th Avenue Reconstruction. <br />Attachments <br />Resolution 22-270 <br />BMI Proposal <br />Council Case 13323 <br />
