EDA BUSINESS

Case #1: Consider the Creation of EDA Housing Subcommittee

Administrator Norman discussed with the EDA the idea of creating a Housing Committee.
Administrator Norman stated the City has an immediate need for a citizen's advisory in the
housing area. Projects include the land on the eastern side of the City Hall campus where the
soon-to-be constructed Helium Street extension will connect with Alpine Drive. A second project
is the recently purchased property between Sunfish Lake Boulevard and Sunfish Lake.
Recommendations of the housing subcommittee would be made directly to the EDA, which in
turn would be recommended to the City Council. Administrator Norman has stated the Housing
Committee could look at establishing a policy for large lot housing redevelopment.

The EDA discussed the need to identify what the responsibilities, goals, mission statement, and
timeline would be for the housing committee. The Commission directed staff to contact other
cities on tasks and responsibilities the housing organization performs.

Motion by Member Kiefer, seconded by Member LeTourneau, directing staff to contact
surrounding Cities who have established an HRA or a Housing Committee and obtain information
on the housing authorities mission statement and responsibilities and directing staff to advertise in
the Ramsey Resident for interested residents to participate on a possible housing committee.

Motion carried. Voting Yes: Chairperson Riley, Members, Anderson, Steffen, Letourneau,
Kiefer. Voting No: Member Gromberg. Absent: Members Zimmerman.

Case #2: Plants n' Things/Hunter Investment

Staff updated the EDA on the recent purchase of property located north of U. S. Highway # 10 and
east of Sunfish Lake Blvd. (Plants n Things site) by Larry Hickman, the owner of Plants n Things.
Mr. Hickman purchased the property from Bob Dillion and is proposing to construct new
enclosed Plants n Things facility and possible a multi-tenant retail center on the property.

Case #3: Northstar Commuter Coach Site

MnDot has requested Staff discuss potential sites in the City of Ramsey for the Northstar
Commuter Coach Station. Staff feels a good fit for the station is the property located east of
Ramsey Blvd., currently owned by B&A Cylinder. The entire site is currently listed in the City's
Capital Improvement Program schedule for redevelopment in the year 2005. The northern
portion of the B&A Cylinder site is currently underutilized. An option Staff is discussing with
Mr. Volk, the owner of B&A Cylinder, would be to split the lot and utilize the north portion for
the station.

Economic Development Authority/
June 10, 2002
