Member Letourneau inquired about whether or not the subject area seemed like a good
redevelopment opportunity for an incoming developer.

Administrator Norman stated that the presence of dense housing would be an asset for an
incoming developer and it would then be more of a possibility for redevelopment.

Member Gromberg stated that it would be important to increase the study of all the viable nodes
defined in the study to be sure that all businesses were being given an equal access to
information that could help them in the future.

Administrator Norman mentioned that the node on Highway 10 should not be considered
because of the possibility of Highway 10 moving north and displacing the businesses.

Chairperson Riley asked what good the study would do for the identified nodes.

Member Gromberg said that it could let businesses know what types of businesses would be
successful and what types would face major challenges. The study could also identify
infrastructure needs for the areas that could greatly influence the viability of businesses.

Member Keifer stated it was better to be proactive versus reactive when dealing with businesses
and redevelopment areas.

Motion by Member Gromberg, seconded by Vice Chairperson Keifer, direct Staff to obtain a
proposal from McComb Group to do an addendum to the Town Center Market Analysis Study to
include Ramsey Center and Ramsey Convenience retail nodes.

Motion carried. Voting Yes: Chairperson Riley, Vice Chairperson Kiefer, Members, Steffen,
Anderson, Gromberg. Voting No: None. Abstention: Member Letourneau, Absent: Member
Zimmerman.

ADJOURNMENT

Motion by Member Gromberg, seconded by Member Letourneau, to adjourn the meeting.

Motion carried.
