Mr. Sullivan explained the only numbers that were not estimates were the salary dollars. He
added the other dollar amounts in the budget draft were "inflationary numbers."

Mr. Sullivan indicated there was an approximate $135,000 land purchase potential, as $20,504
appeared in the line item budget for land and the current EDA estimated fund balance was
$115,000, which could supplement current 2004 revenues to accomplish EDA goals.

Member Strommen asked what the total budget dollar amount was. Mr. Sullivan replied the
$200,078 levy was spent in the budget.

It was noted the 2004 proposed total wages and salaries were $24,122.

Mr. Sullivan indicated more of his time was charged to TIF rather than EDA.

Member Kurak indicated interest in a breakdown of how the $24,122 in wages and salaries was
spent.

Associate Planner Wald responded the EDA had been busier so more staff time was being
charged to the EDA. She added staff could prepare more detail of how the money was spent.

Member Kurak noted $26,658 seemed high for EDA personal services, as it represented a
$10,000 increase from the 2003 adopted budget.

Mr. Sullivan responded a large amount of Ms. Geisler's time was charged to the EDA because of
the Housing Committee.

Member Kurak asked what the $9,000 miscellaneous operating supplies represented.

Mr. Sullivan responded the golf tournament was placed within this category.

Member Gromberg commented it seemed like items were being dumped into "miscellaneous"
instead of itemizing them.

Member Strommen asked if there was a way "miscellaneous" could be itemized so those
reviewing the budget could see where the money was being spent. She noted it would be easier
to sell the budget if there was more itemization.

Member Kurak asked about the $81,000 proposed for miscellaneous professional services.

Mr. Sullivan responded that was money set aside for Mr. Mulrooney, Mr. McComb, etc. He
noted $75,000 in the Misc. Professional Services was earmarked for the suggested study by Mr.
McComb.

Member Kiefer stated the amount proposed for the study suggested by Mr. McComb seemed
high; however, $75,000 had been the number "thrown out."

Economic Development Authority / October 13, 2003
Page 3 of 6
