CC Work Session 2.3. <br />Meeting Date: 12/13/2022 <br />Information <br />Title: <br />2023 Legislative Priorities <br />Purpose/Background: <br />The purpose of this case is to review 2022 Legislative Outcomes and 2023 Legislative Priorities for the City of <br />Ramsey. This case is to review the existing document and to provide feedback on 2022 legislative action and to <br />discuss any desired additions/deletions to the City's 2023 legislative platform. The City's state representatives will <br />be invited to a meeting in January to review our priorities. <br />2022 Outcomes: <br />Minimal success was seen on our 2022 priority items. We did see success with various bills introduced, however, <br />statewide several cities witnessed similar results as us. <br />Options for 2023 legislation include <br />• Identifying the same priorities as we did in 2022. <br />• The City may want to consider the State Funding amount requested for the Water Treatment Plant <br />given the increase to the estimated project cost. <br />• Support leaving the Fiscal Disparity allocation alone. Ramsey has been receiving a positive allocation <br />under the current formula. <br />• Northstar Commuter Rail. <br />• TIF 14 Extension. Currently, expenses are allowed until November 2023. Legislation in 2021 did grant an <br />extension, but it was not as long as requested. <br />• Recognize recently approved Resolution #22-274 which supports the Anoka County Joint Law <br />Enforcement Council's renewal of legislation for future public safety projects. <br />• Efficiency of State divisions. For example, cities heavily rely on state agencies to review project plans <br />related to commercial plumbing plans. The turnaround time on these reviews have increased in recent <br />years causing delays in project timelines. <br />• Other Matters of Interest <br />Timeframe: <br />Funding Source: <br />Responsible Party(ies): <br />Outcome: <br />No action requested at this time. The purpose of this case is to provide an update and receive feedback on other <br />priorities for consideration in 2023.
