CC Regular Session <br />Meeting Date: 12/13/2022 <br />By: Colleen Lasher, Administrative Services <br />Information <br />Title <br />Authorization to Approve Position Reclassifications <br />5. 14. <br />Purpose/Background: <br />The purpose of this case is for the City Council to consider reclassifying two city positions; a Police Records <br />Technician and an Engineering Technician II. <br />Both reclassifications were included as part of the budgeting discussions and are accounted for in the 2023 <br />budget. The reclassifications listed below reflect the City's desire to accurately compensate employees for the <br />work performed and serves to retain high -performing employees. <br />The following positions have changed to include additional, more complex duties. Therefore, staff recommends <br />the following reclassifications, effective January 1, 2023: <br />1) Reclassify a current Police Records Technican to Police Records Technician/Data Analyst; and <br />2) Reclassify the current Engineering Technician II to Engineering Technician III <br />Police Records Technician/Data Analyst Specialist: The employee in this position has obtained additional <br />training in data analysis and statistics. The Police Records Technician/Data Analyst Specialist performs complex <br />technical and statistical support, provides data to administrative personnel, handles internal and external data <br />requests, as well as produces information that can assist with the reduction of crime in our community. This <br />position is responsible for tracking all crime statistics, such as the number of calls for service, arrests, citations <br />and shifts worked; as well as statistical multi -year trends to assist police administration in achieving their goal of <br />providing high quality, pro -active policing. <br />Engineering Technician III: From Spring through Fall, the Engineering Technician II position inspects <br />construction in the field. In the Winter, this position reviews private development plans and building permits and <br />assists with the preparation of plans and specifications for City improvement projects. The current Engineering <br />Technician II holds a bachelor of Civil Engineering degree and has accumulated the required work experience to <br />take the Minnesota Professional Engineer's (PE) examination. Upon successfully passing the Minnesota PE <br />exam, this employee will be eligible to be reclassified to Civil Engineer 11. Until then, this employee is proposed <br />to be reclassified to Engineering Technician III to begin working in the office full-time to assist with the design <br />and preparation of plans and specifications for City improvement projects, which includes pavement management <br />program (PMP) projects, and to assist with the preparation of feasibility studies, requests for proposals, cost <br />estimates, and other engineering related documents required to bid and construct City improvement projects. <br />The pros and cons of the above actions are tied to the Strategic Plan. The key reason to reclassify <br />these positions is to more accurately recognize the job functions that these employees are currently <br />performing and to proactively work to retain the City's talent --reducing the risk of turnover costs and <br />loss of institutional knowledge. <br />The Police Records Technician does not require back filling. However, the Engineering Technician II <br />position is included in the 2023 budget and will need to be filled. <br />Funding Source: <br />
