CITY COUNCIL WORK SESSION <br />Topic Report: Cluster Ordinance <br />By: Patrick Trudgeon, AICP, Community <br />Development Director <br /> <br />Background: <br /> <br />The City approved the new cluster ordinance for the Rural Developing Area in February <br />of 2005. The intent of the new ordinance was to allow some development in the Rural <br />Developing Area while maintaining a large portion of the property undeveloped until <br />City sewer and water are available to the property. Since February, the City has received <br />four subdivision applications under the new cluster requirements. All are currently in the <br />sketch plan stage but are expected to proceed to preliminary plat in the near future. <br /> <br />The following items are enclosed: <br /> <br />a) Cluster Subdivision Ordinance <br /> <br />Observations: <br /> <br />In reviewing these proposals, the Planning Commission and City Council have raised <br />concerns about how the new ordinance is being applied, particularly for proposed clusters <br />north of Trott Brook. All of the proposals have generated a lot of interest and questions <br />from neighboring property owners; in Staff's opinion, many of these concerns are related <br />to lot size. Other concerns (traffic, etc) are similar to those raised with other non-cluster <br />subdivisions. <br /> <br />Because of the concerns raised by the Planning Commission and City Council, Staff is <br />seeking direction on the current ordinance as written and how it may be changed. <br /> <br />Action Statement: <br /> <br />Review the ordinance and provide Staff with comments on drafiing possible amendments <br />to the ordinance. <br /> <br />Reviewed by: <br />City Administrator <br /> <br />CCWS: <br /> <br />12/05/05 <br /> <br /> <br />
