2) Cluster Subdivision Design Issues <br /> <br />Community Development Director Trudgeon explained that last spring, the City received four <br />sketch plans for cluster subdivisions proposed for north of Trott Brook. These proposals are <br />currently on hold pending completion of the Comprehensive Sewer and Water Plan update for <br />the area north of Trott Brook. The applicants have requested'some additional feedback from the <br />Council on the sketch plans so they are ready to proceed to preliminary plat stage. <br /> <br />Community Development Director Trudgeon reviewed the sketch plan for Kelly Acres, The <br />plan proposes six single family lots, including one existing home, on Tiger Street north of <br />Armstrong Boulevard, directly north of the Rum River Prairie proposal. He also reviewed the <br />sketch plan for Rum River Prairie. The plan proposes 26 single family lots on Tiger Street and <br />Armstrong Boulevard. Rum River Prairie proposes to share a common septic system with Kelly <br />Acres, which is to the north. <br /> <br />The Council discussed the proposed sketch plans for Kelly Acres and Rum River Prairie. The <br />consensus of the Council ,,vas agreement with the sketch plan layout of Kelly Acres and Rum <br />River Prairie. <br /> <br />Community Development Director Trudgeon reviewed the sketch plan for Shadetree Creek. The <br />sketch plan proposes 16 single family lots on Erkium Street and 177th Avenuet <br /> <br />The Council discussed the proposed sketch plan for Shadetree Creek, including the following <br />issues: <br /> · Tree cover on the east <br /> · Location and length of proposed cul-de-sac <br /> · Future subdivision plot <br /> · Gap in the road connection on 177th Avenue to the west <br /> · High density adjacent to 2 ½ acre lots <br /> · Traffic impacts to Erkium Street <br /> · Need for a buffer <br /> <br />The consensus of the Council was to direct staff to begin the process of determining costs for the <br />extension of 177th Avenue to the west from the proposed Shadetree Creek subdivision. <br /> <br />Councilmember Jeffrey stressed that he will not commit to extending 177th Avenue without <br />determining what the associated costs would be. <br /> <br />Councilmember Strommen left the meeting at 9:52 p.m. <br /> <br />Community Development Director Trudgeon reviewed the sketch plan for Wild Oaks of <br />Ramsey. The sketch plan proposes 14 single family lots on 173rd Avenue, east of Armstrong <br />Boulevard. <br /> <br />The Council discussed the proposed sketch plan for Wild Oaks of Ramsey, including the <br />following issues: <br /> · Preexisting road extension to the south <br /> · Possibility of a stub road to the west <br /> · Need for water access in emergency situations <br /> <br /> City Council Work Session / September 20, 2005 <br /> Page 6 of 7 <br /> <br /> <br />
