explained the City is not obligated to anything at this point. He would like to be certain that the <br />Council is in agreement with his attempt to eliminate the restrictive covenant. Commissioner <br />Jeffrey noted there should be a discount paid for the City's ris. k in providing a bridge loan. City <br />Administrator Norman explained the action taken tonight will just start the process. He will <br />provide the HRA with answers to the questions asked tonight. Commissioner Gamec expressed <br />great concern with the slow start with building in Ramsey Town Center. Chairperson Strommen <br />directed staff to add this discussion to a work session meeting next week. Commissioner Elvig <br />directed staff to provide the Council with an outline of what Town Center projects are being <br />worked on, where they are in the process, and the anticipated timing on the projects on a <br />quarterly basis. Commissioner Jeffrey clarified that passing this motion starts the process, but <br />does not lock the City into anything. He suggested this be discussed further at a work session, <br />even if a special work session needs to be called strictly for this topic. <br /> <br />Case #3: Development of a Housing Plan for the City <br /> <br />HRA Executive Director Frolik indicated at the July-28th Council work session there was <br />discussion about several options for housing redevelopment projects. The Council directed that <br />these projects be forwarded to the HRA. It was suggested that the HRA consider engaging the <br />services of consultants to provide answers as to how to proceed on projects, funding <br />opportunities, etc. Staff is requesting authorization to interview and select a consultant to <br />develop a Master Housing Plan to serve as a guide for future HRA projects. <br /> <br />Chairperson Strommen inquired if the cost of the consultant would be included under the <br />miscellaneous consultant services of the HRA budget. HRA Executive Director Frolik <br />responded in the affirmative. <br /> <br />Motion by Commissioner Jeffrey, seconded by Commissioner Olson, to direct City Staff to <br />interview and select a consultant to develop a Master Housing Plan for the City. <br /> <br />Further discussion: Commissioner Gamec asked if one of the areas that will be addressed is <br />Dysprosium Street. HRA Executive Director Frolik responded in the affirmative. Commissioner <br />Gamec suggested the City looking into purchasing some of the homes for sale in this area. <br />HRA Executive Director Frolik suggested the possibility of an interim plan to operate off of in <br />the immediate future. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Commissioners Jeffrey, Olson, Cook, <br />Elvig, Gamec, and Pearson.
