Board Member Max <br />stated that the EPB could look at expanding the definition to include different types of <br />certifications. <br /> <br />Board Member Bentz asked if Minneapolis or the DNR might have somebody on Staff to do this <br />type of thing. Zoning & Recycling Coordinator Anderson stated that in this type of instance, no, <br />the DNR does not have Staff to do this. Environmental Specialist Bacon stated that the DNR <br />focuses on non-urban forests. Board Member Bentz stated he assumed that if the State of <br />Minnesota had electrical inspectors there must be arborists that could do inventories. Board <br />Member Max stated that there is no arborist on Staff to do inventories for the City of <br />Minneapolis. <br /> <br />Zoning & Recycling Coordinator Anderson asked if this became an issue, could it be opened <br />again. Board Member Max stated that it is a pretty easy test to pass, that opens the door open to <br />a lot of people. Board Member Bentz stated that he felt you want a certain level of <br />professionalism. <br /> <br />Environmental Specialist Bacon asked what other certifications there were and if landscape <br />architects have to be certified. Zoning & Recycling Coordinator Anderson stated that Landscape <br />Architects are licensed, but that anybody could come forth with a landscaping plan. <br /> <br />Board Member Max asked what MNLA does for certification. Zoning & Recycling Coordinator <br />Anderson stated that he didn't know. Board Member Max stated that he will check and report <br />back to the Board what other types of certifications we might have. <br /> <br />Chairperson McDilda noted that Subd. 8 a. (Planting Requirements) requires that after planting, <br />all trees be protected with a biodegradable tree tube. He stated that Staff would like to discuss <br />this requirement. Zoning & Recycling Coordinator Anderson stated that he didn't even realize <br />that this was in the ordinance. He stated that he never requires that, and doesn't think it needs to <br />be a requirement. <br /> <br />Chairperson McDilda asked if the City should require a tree tube. Board Member Max stated <br />that they do some things but they can be just as bad, specifically because of rodents. <br /> <br />Board Member Max asked how Environmental Specialist Bacon felt about it. Environmental <br />Specialist Bacon stated that he didn't feel it was necessary. Chairperson McDilda stated that he <br />felt it should be put in the Tree Book but not as an ordinance. He stated that as the meeting <br />minutes come out, all the changes should be approved at the EPB meeting as a recommendation <br />to the City Council. <br /> <br />Chairperson McDilda asked if Subd. 8 i. (Vision Clearance) should reference Section 9.11.01 <br />(General Requirements) Subd. 7; which has been established by the Public Works to maintain <br />safe and unobstructed views at intersections. <br /> <br />Zoning & Recycling Coordinator Anderson stated that there is somewhat of a conflict between <br />the ordinances.
