Absent: Board Members Bentz, Freeburg, Hustvedt and Sibilski <br /> <br />APPROVAL OF MINUTES <br /> <br />There being no official minutes from October 3, 2005 available to approve for this meeting, <br />Chairperson McDilda moved on to the next order of business. <br /> <br />POLICY BOARD BUSINESS: <br /> <br />Case #1: Update on Wetland Buffer Ordinance <br /> <br />Chairperson McDilda stated the ordinance passed and is on the 30-day orientation period. Board <br />Member Max stated the EPB Members McDilda, Max, Olds, and Coordinator Anderson were in <br />attendance at the last City council meeting. The ordinance is finished with a couple of open <br />issues that need to be resolved at a later date. Chairperson McDilda asked if the issues needed to <br />be resolved prior to the last meeting in 2005. <br /> <br />Board Member Max stated that these issues should be resolved prior to January 2006. He noted <br />that the ,vetland buffer ordinance was officially adopted at the October 11, 2005 City Council <br />meeting. It will take effect November 14, 2005. City Council did request that this ordinance be <br />reviewed after it has been in use for about six months. <br /> <br />Consensus of the EPB was to table further discussion until the December 2005 meeting. <br /> <br />Case/t2: Disparate Language in Tree Disease and Firewood Storage Ordinance <br /> <br />Environmental Specialist Bacon asked for discussion related to the Tree and Firewood Storage <br />ordinance, noting inconsistencies in the ordinance, considering that Chapter 5.14.10 was the <br />precursor of what the City was operating on before the tree ordinance arrived. <br /> <br />Board Member Olds asked what might be some scenarios for transporting wood, other than for <br />personal use, and where the wood might be transported to. Environmental Specialist Bacon <br />explained that the wood may be sold, hauling it to the lake, hauling it to the dump. <br /> <br />Board Member Olds asked for clarification regarding whether a tree that was cut down, had to be <br />debarked before it could be moved. Chairperson McDilda stated that was part of a conversation <br />that had taken place already. Environmental Specialist Bacon explained that it would mean the <br />disease wouldn't be mobile in the winter time, so transportation in the winter time wouldn't be <br />an issue but presented a question of storage. <br /> <br />Board Member Olds asked what should be done with trees that were cut down. Environmental <br />Specialist Bacon stated that it depended on the species, lie noted that if they were Oak trees, <br />they weren't supposed to be moved according Chapter 5. Board Member Olds asked how a tree <br />that was cut down should be cut.
