Roadway Improvements by Development <br /> <br />The first development to be added to the City of Ramsey is the Ramsey Town Center. <br />Consequently there are numerous improvements to the roadway network north of TH <br />10/169 to handle the additional traffic this development produces within the area. These <br />improvements are noted within the Anoka County Joint Powers Agreement (JPA). <br /> <br />The second development to be added to the City of Ramsey is the Pulte Development and <br />Town Center 2. These developments add additional traffic to the roadway network. <br />Since some roadways and intersections outlined in the JPA would not need additional <br />improvements to handle the additional traffic, these roadways and intersections were not <br />analyzed in the Pulte Development EAW. These roadways and their adjacent <br />intersections include Bunker Lake Boulevard (CSAH 116) east of Armstrong Boulevard <br />(CR 83), Ramsey Boulevard (CR 56), Sunfish Lake Boulevard (CSAH 57), and TH <br />10/169 east of Armstrong Boulevard (CR 83). The roadways and intersections along <br />Armstrong Boulevard and Alpine Drive were determined to need additional <br />hnprovements to handle the additional traffic. <br /> <br />The third development is a proposed development located west of the Pulte Development <br />area. No traffic study has been completed for this development as of this time <br />(November 2005). A preliminary discussion with the developer indicates that the <br />development would have around 475 units, composed of both single-family residences <br />and townhouses. For analysis it was assumed that 50% would be single-family and 50% <br />would be townhomes. The number of units are likely to change as the developer'comes <br />up with further plans for the site, however the change in units is not likely to significantly <br />change traffic levels generated. With these numbers, traffic was assigned to the network, <br />and a preliminary review was completed to determine if additional roadway and <br />intersection improvements were needed. From this analysis, it was determined that the <br />current proposed network improvements as described in the JPA and Pulte EAW would <br />accommodate this additional traffic without capacity concerns. <br /> <br />Construction Costs <br /> <br />The costs of roadway improvements were estimated using the Roadway Construction <br />Cost Estimation sheet on page 6. <br /> <br />Page 5 of 14 <br /> <br /> <br />
