Given the issues raised, staff is recommending
tabling this request. However, Staff and the applicant would like to hear the Planning
Commission's comments concerning the proposed site plan prior to the motion to table.

Kathy Anderson, architect representing National Growth, LLC, provided a presentation regarding
the concept plan for the proposed Assissi Restaurant/Nightclub including the following aspects:
· Deli market
· Lunchtime restaurant
· Curbside pickup
· Nightclub
· Flame Tower/Water Tower
· Rooftop with bar, fireplaces, grills, outdoor movies/cinemas

Ms. Anderson indicated a landscape plan is not being presented at this time, as she would like to
work closely with the individual planning the streetscape for the area.

Abed Lawabni, 16251 Royal Road, stated there was extensive market research conducted on the
concept for Assissi RestauranffNightclub. He provided an overview of the concept for Assissi
Restaurant/Nightclub including the following information:
· Restaurant with Italian cuisine: somewhat on the high end, but with casual prices; buffet
style served by the chef; waitresses serving drinks
· Transition to a nightclub at about 11:00 p.m. including dry nights for teens and music on
Sunday nights for Christians

Chairperson Nixt stated the Assissi Restaurant/Nightclub sounds like a very exciting concept.
He questioned staff on the recommendation to table the application.

Associate Planner Dalnes replied last week the three issues 'outlined in the staff report were .the
primary concerns. The applicant has done a good .job of-addressing those concerns through the
revised site plan presented tonight. Engineering still has some concern with the valet area. She
explained the streetscape is an important piece that needs to be included in the detail requested
by staff.

Ms. Anderson stated there Will be minimal streetscape on the side of the restaurant/nightclub, as
it is being built up to the property lineS. Most of the streetscape will be in the public area.

Chairperson Nixt stated this is one of the most detailed site plans he has seen. He suggested they
should be able to proceed, rather than getting overly hung up on looking at every qualifier.

Planning Commission/Noyember 3, 2005

-97-
