Case #6: Alexandra House'Services <br /> <br />Mayor Gamec indicated at the November 7, 2005 Council w.'ork session, there was discussion of' <br />an agreement between the City. of Ramsey and AIexandra House for services to the residents of <br />Ramsey. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt resolution #05~ <br />11-388 authorizing the contracted services of Alexandra House. <br /> <br />Further discussion: Councilmember Elvig stated Alexandra House Provides a tremendous <br />service, and it is something that is not found anyplace else. He is thankful for Alexandra House <br />and is happy to support this. Councilmember Strommen concurred. She suggested a summary <br />report at the end of the year regarding how the contract worked out and the services that were <br />used during the:year. Councilmember Elvig noted the contract includes an annual fee that is paid <br />on a quarterly basis. He would like to be sure the City does not renege on its commitment unless <br />there is a cause. Once this contract begins, Alexandra House will be planning their budget <br />accordingly. Police Chief Way explained it was the idea of Alexandra House to bill the City <br />quarterly. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, <br />Pearson, and Strommen, Voting No: None. <br /> <br />Case #7: <br /> <br />Request for a Conditional Use Permit to Allow for Motor Vehicle Sales with <br />an Outdoor Display Area: Case of Lumax, LLC <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik explained the City <br />received an application from Lumax, LLC for a conditional use permit for a motor vehicle sales <br />business on the property located at 6246 Highway 10 NW. The site is zoned E-1 Employment <br />and guided as Places to Work in the Comprehensive Plan. The proposed use is only allowed by <br />a conditional use permit within this district. The applicant would like to use the unoccupied site <br />for the sale and outdoor display of vehicles. There would be approximately 10 to 15 cars on the <br />lot. The cars would be parked on the front side of the lot that faces Highway 10 and along the <br />western side of the side. The existing building would be used as a sales office. <br /> <br />Ms. Frolik advised the subject property and' the surrounding areas were consciously guided for <br />manufacturing or industrial' uses in the 2001 Comprehensive Plan. This fact would put the <br />request in conflict with the requirement that the proposed request is harmonious with the <br />objectives of the Comprehensive Plan. She stated the existing building located on the site is <br />currently vacant, and the site is generally underutilized. There is a collision center/auto repair <br />shop immediately adjacent to the site-to the west, and a trailer hitch/car accessory shop <br />immediately to the east of the site. In the general area, there is a.mix of manufacturing uses and <br />car service uses. Ms. Frolik indicated the Planning Commission reviewed the request on <br />November 3, 2005. She advised the Planning Commission and staff recommend that the Council <br />deny the request for a conditional use permit, due to the incompatibility with the Comprehensive <br />Plan for this area. <br /> <br />-126- <br /> <br />City Council / November 22, 2005 <br /> Page 10 of 23 <br /> <br /> <br />
