15153 Nowthen Boulevard NW · Ramsey, Minnesota 55303
City Hall: (763) 427-1410 · Fax: (763) 427-5543
www. ci.ramsey.mn.us

DATE:

December 6, 2005

TO:

Mayor and City Councilmembers
City Administrator Jim Norman

FROM:

Zoning & Recycling Coordinator Chris Anderson

RE:

Residential Curbside Recycling Contract

As you may recall, in September of this year, per the recommendation of the Finance
Committee, the City Council authorized City Staff to negotiate a new residential curbside
recycling contract with ACE Solid Waste. The details of the new contract have been
finalized and it does include converting from our current two-sort collection program to a
single sort collection system. The new collection system, which is_ anticipated to
commence sometime between April and July of 2006, includes the provision of a 64
gallon wheeled cart by ACE for recycling and does not require the residents to separate
acceptable materials.

Converting to this type of collection system has several advantages including:
· Larger carts provide more space (current bins are only 18 gallons) for all
recyclable materials, including bulky cardboard, which allows for a larger volume
of recyclable materials to be set out.
· The cart lid and wheels will reduce litter and make it easier for residents to set the
recyclables out at the curb.
· ACE will be delivering carts to all households, providing a "shot in the arm" to
the program. It is likely that current non-recyclers will become recyclers because
of the ease and convenience of the new system.

As you can see, there are multiple benefits with this new collection system; however, this
new service does cost more than the current two-sort system. During the first year, the
cost per household will increase $0.72 per home per month. In the second and third year,
the cost increases $0.30 and $0.05, respectively, per home per month. The total 6ost per
home per month in year three is $2.95. This service charge is billed as a line item under
City Charges on the Connexus invoice quarterly.

Single sort recycling is the "next generation" of recycling and it is exciting to kmow that
Ramsey will be a part of it.

Cta

cc: Mike Berkopec, ACE Solid Waste, Inc.

-21-
