November 29, 2005

Dear Honorable Mayor and Council Members,

My name is Barbara Berldey and I am the neighbor directly east of Mr. Robert
Ouzzo. I am writing to you to complain about Mr. Guzzo's business, Signs by RSG. It is
my understanding that Mr. Guzzo is requesting an additional, or extension of-his
previous, Interim Use Permit to operate said business on 6160 Green Valley Roadl
I was at the initial Planning Commission meeting on April 7, 2005. At that time,
the Planning Commission resignedly decided to recommend that Mr. Guzzo have six
months to relocate his business. However, the Planning Commission noted that Mr.
Guzzo was not in compliance with the ordinance at this time. Mr. Guzzo had more that
two employees, Worked at times outside of normal business hours, and had 3 vehicles that
were not screened or blocked from neighb6rs' views.
The matter then had to go to the City Council, who disregarded the
recommendation of the Planning Commission and ~anted the permit to Mr: Guzzo.
Apparently, none of the council members live near or are affected by Mr. GuY~Zo's sign
business. The council members do not have to deal with the eye-sore that I have to see
everyday. Furthermore, the Council most likely does not know that Irk. Guzzo has not
come into compliance with the Home Occupancy Permit, but has instead gone further out
of compliance.
I have dated, timed, and photo documentation to prove that lvlr. Guzzo has not come
into compliance with the permit. These are available upon request.
· Mr. Guzzo now has four work vehicles: a hideously large boom .la-ack a white
work truck, white work van, and silver-gray mini track--ali with the "Signs by
RSG" logo on them. Mr. Guzzo reported in his letter dated February 24, 2005
that this business only had two work vehicles.
· Mr. Guzzo's business has worked outside of normal business hours on a number
of occasions--on weekends and late into the evening.
· Mr. Guzzo's business has anywhere from four to six people working the business
in addition to Mr. Guzzo. I believe to be in compliance, this number would have
to be reduced to two employees.
· Personal and work vehicles are parked in view of neighbors during the day and I
see the work vehicle(s) that are [eft there overnight and on weekends parked
behind the poleshed.
· The boom truck was to be parked/stored off of this site per Mr. Guzzo at the
Plarm/ng Commission meeting on April 7, 2005. However, the boom truck is
oftentimes stored in his poleshed and parked on the driveway frequently (not
screened by neighbors' views).'
· A delivery truck was parked on the side of Green Valley Road on 10/28/05,
partially disrUpting traffic. Disruption of traffic is. to never .occur per the
recommendation of the Planning Commission.
Noise from the poleshed/business is louder than normal environmental/traffic
noise at times.

~335-
