Jim Deal, applicant, provided a presentation of the three-story, 51,829-square foot office/retail <br />building proposed for Outlot W in Ramsey Town Center Addition. <br /> <br />Denny Sharp, applicant, requested further information from staff regarding the building elevation <br />requirement relating to handicap accommodations and .the fire hydrant requirement addressed in <br />the engineering memo. <br /> <br />Mayor Gamec directed staff to work with Mr. Sharp regarding the issues raised. <br /> <br />Cou~ncilmember Elvig stated this site plan is in the sprit of what the City has envisioned. The <br />materials are wonderful, with good color separation, and he likes the potential for multiple uses <br />in the building. Regarding the FAR requirements, the buildings that are being built in Town <br />Center are valued higher than had been anticipated, which may lead to rationale in writing a <br />different ordinance. <br /> <br />Community Development Director Tmdgeon'noted the building value is a good point, however, <br />the FAR also relates to the aesthetics of the building. <br /> <br />Mayor Gamec suggested staff be given the flexibility to deal with the FAR within a range based <br />on the ordinance or site plan review. <br /> <br />Councitmember Strommen suggested that deviations from FAR requirements be tied into <br />performance standards. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to approve the <br />preliminary site plan for Ramsey Professional Center contingent upon compliance with the City <br />Staff Review Letter dated September 29, 2005 revised October 7, 2005; approval of a revised <br />Grading and Drainage Plan by the City Engineer, and Engineering Memo dated October 11, <br />2005. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. ~ <br /> <br />Motion by Councihnember Jeffrey, seconded by Councilmember Cook, to approve the <br />preliminary plat for Ramsey Town Center 11th Addition, contingent upon compliance with the <br />City Staff Review Letter dated October 6, 2005, and Engineering Memo dated October 6, 2005. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Elvig, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to grant permission to the <br />Developer to begin footings and foundation work on the site of the Ramsey Professional Center <br />prior to receiving final plat approval, contingent on submittal of a revised grading and drainage <br />plan that is acceptable to the Engineering Department. <br /> <br />-369- <br /> <br />City Council / October tl, 21)05 <br /> Page 7 of 17 <br /> <br /> <br />
