AUTHORIZATION TO 'APPLY FOR 2006 <br /> COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br />' By: HRA Executive Director/Asst. Community Development Director Sylvia Fr°lik <br /> <br />Background: <br /> <br />The County receives CDBG funds from the Department of Housing and Urban Development <br />(HUD). Anoka County awards the funds to communities with qualifying projects. <br /> <br />A maximum of 15% of the total CDBG grant to the County may be used for public service <br />agencies and 20% may be used for planning and administration purposes. Proposed projects <br />must meet one of the national objectives: benefit low to moderate income persons, eliminate <br />slum and blight; meet an urgent need. The funds requested for any one project cannot exceed <br />$300,000.00. Funds may be used for housing, public facility needs, senior and youth programs, <br />infrastructure, planning purposes, economic development activities, and historical preservation. <br /> <br />Over the past few years, the City has received approximately $600,000.00 for acquisition of <br />blighted industrial parcels for redevelopment. Prior to that, funds were allocated towards various <br />planning projects such as updating the Comprehensive Plan and zoning codes, in addition to <br />allocations to public service agencies. <br /> <br />Recommendation: <br /> <br />As stated above, planning is an eligible expenditure of CDBG funds. Given the fact that the <br />comprehensive planning process has taken longer than anticipated, staff is recommending that we <br />apply for up tO $75,000.00 in CDBG funds to assist in the 2008 comprehensive plan update. <br /> <br />Council Action: <br /> <br />Motion to direct City Staff to submit an application to Anoka County for up to $75,000.00 in <br />CDBG funds to assist in the 2008 Comprehensive Plan update. <br /> <br />Review Checklist: <br />City Administrator <br />Community Development Director <br />Finance Officer <br /> <br />CC: 12/13/05 <br /> <br />-482- <br /> <br /> <br />
