AUTHORIZATION TO 'APPLY FOR 2006 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS ' By: HRA Executive Director/Asst. Community Development Director Sylvia Fr°lik Background: The County receives CDBG funds from the Department of Housing and Urban Development (HUD). Anoka County awards the funds to communities with qualifying projects. A maximum of 15% of the total CDBG grant to the County may be used for public service agencies and 20% may be used for planning and administration purposes. Proposed projects must meet one of the national objectives: benefit low to moderate income persons, eliminate slum and blight; meet an urgent need. The funds requested for any one project cannot exceed $300,000.00. Funds may be used for housing, public facility needs, senior and youth programs, infrastructure, planning purposes, economic development activities, and historical preservation. Over the past few years, the City has received approximately $600,000.00 for acquisition of blighted industrial parcels for redevelopment. Prior to that, funds were allocated towards various planning projects such as updating the Comprehensive Plan and zoning codes, in addition to allocations to public service agencies. Recommendation: As stated above, planning is an eligible expenditure of CDBG funds. Given the fact that the comprehensive planning process has taken longer than anticipated, staff is recommending that we apply for up tO $75,000.00 in CDBG funds to assist in the 2008 comprehensive plan update. Council Action: Motion to direct City Staff to submit an application to Anoka County for up to $75,000.00 in CDBG funds to assist in the 2008 Comprehensive Plan update.
