Since much of the 2006 program consists of bituminous overlays on streets with rural
sections that do not have curbing the need for shouldering will be a significant element of
the work. In previous years the City has shouldered with topsoil and seed, 'hgwever in.
the 2004 and 2005 programs the shouldering work was done with a class 2 aggregate
which has superior shouldering properties, but :is not as aesthetic. Staff discussed this
element of the work with the Committee.

Table 6 of the Feasibility Study contains a listing of the schedule of project milestones
associated with this program. Staff anticipates presenting the study to 'City Council on
December 13, 2005'and holding a Public Hearing on the program on January 24, 2005.
The Committee might note that the schedule for the 2006 program is roughly four to six
weeks earlier than it has been for previous street maintenance programs. Staff
recommends that the Committee recommend that the City Council accept the Feasibility
Study for the 2006 Street Maintenance Program and set the date of January 24, 2006 for
a Public Hearing.

Motion to recommend that the City Council accept the Feasibility Study for the 2006
Street Maintenance Program and set the date of January 24, 2006 for a public hearing.

Action:

Ratify the recommendation of the Public Works Committee.
CASE//3 Discussion on Public Works Campus

Background:

On August 19, 2002, the City Council directed staff to retain the Alloy Recovery site for
the use of the Public Works Department. On July 20, 2004, the Public Works
Committee recommended to the City Council to approve the City taking control of the
property out to. Limonite Street. (KIH property) This motion was ratified by the City
Council on August 10, '2004. This year, staff was fortunate to have the City Council
award a Contract to provide a "temporary" fix to the need for office space by installing
the current PW Office and also installing a new exterior and roof to the vehicle storage
building to provide another ~heated environment for our vehicle storage.

However, over the past few years it has become increasingly noticeable that the Public
Works Campus is becoming utilized and it seemed evident that we are in need of some
long range planning for the site. Before the Public Works Department enters into any
discussions about what type of "permanent" facilities will be needed in the future, staff
felt the most important question to ask was whether there was enough land available in
the present location for all future maintenance and operations. Early in the research to
provide an estimate of the amount of gross space (acres) that would be projected for
Public Works Maintenance and Operations (Streets, Parks and Utilities), a couple of
things became apparent. One was that projecting the amount of land area needed using

-634-
