TIL'AFFIC APlD VEHICLES <br /> <br />ARTICLE V. <br /> <br />DIVISIO~N ]. <br /> <br />Section 62-131. <br /> <br />Bicycles and Play Vehicles. <br /> <br />Generall'/ <br /> <br />Regulation of roller devices. <br /> <br />(a) <br /> <br />(b) <br /> <br />(c) <br /> <br />Purpose. The purpose of this section is to protect the public health and safety <br />arimng out of the use of roller devicei, such as skate boards, roller blades, roller <br />skates, in-line skates and roller stds within the city. Tine council of the city finds <br />that there are certain public streets, ways and property wherein the operanon and <br />use of such roller devices create an unnecessary potential danger to either the <br />user of such devices or the general public; and that the use of such devices in an <br />improper manner may cause destruction of property. <br /> <br />Definition-Roller device. As used in this section, the term "roller device" means <br />a non-motor/zed platform, foot board, sM-like device, shoe, boot or similar <br />object mounted on wheels and designed or intended to propel a r/der by human <br />power or force of' ~avity, including but not limited to, skate bqards, miler ' <br />skates, roller blades, in-line skates and roller-skis. These devices do not include <br />wheel chair~ operated for or by a disabled person, wagons or strollers. <br /> <br />Prohibinon. [t shall be untawfal for any person to operate, ride or use a roller <br />device under the following circumstances: <br /> <br />(I) In a careless, recldess or negligent manner or in a manner that <br /> endangers or is likely to endanger any property or any per, on, <br /> including the user of the roller device; or in such a manner a~ to <br /> indicate either a willful or wanton disregard for the safety of persons or <br /> property. <br /> <br />(2) In any area .within the City while being pushed, pulled or in any way <br /> propelled by any motorized vehicle or by a person on a bicycle. <br /> <br />(2) On pr/vale propervy without the express permission of the owner or <br /> occupant or the property. <br /> <br /> Upon any city-owned parking 16t, ramp or other parking facility. <br /> <br /> Upon any public street or roadway where the posted speed limit is in <br /> excess of 30 miles per hour. <br /> <br /> Upon any public street, sidewalk or roadway after sunset and before <br /> <br /> On any public street, alley, sidewall( or other public prgperty in the <br /> foilowingarea: On the east side of the Rum R. iver, commencing at tine <br /> Rum River, then east on Van/~uren Street-to Fourtln Avenue, then south <br /> on Fourth Avenue to Monroe Street, then west on Monroe Street to the <br /> Rum River, except for tt~e sidewalk adjacent to'the north side of <br /> VanBuren Street, the sidewalk adjacent to the south side of'Monroe <br /> Street, and the sidewalk adjacent to the east side of Fourth Avenue. <br /> Unless otherwise specified, the descr/bed area includes all sidewalks <br /> <br />(~) <br /> <br />(6) <br /> <br />(7) <br /> <br />-654- <br /> <br /> <br />
