Assistant Community Development Director Frolik explained the R-1 Residential regulations for <br />the MUSA allow a net density of 3 units per acre. As submitted, the preliminary plat has a net <br />density of 2.4 units per acre for just the residential portion of the plat. Some of the proposed lots <br />do not meet R~I Residential standards for area and width. The applicant has applied for a <br />rezoning to Planned Unit Development (PUD), which if approVed woutd permit these deviations. <br />Grading and drainage plans have been reviewed and required revisions are listed in the City Staff <br />review letter. <br /> <br />Ms. Frolik stated that connections to 152nd Lane to the east and Helium Street to the south are <br />proposed. A future connection is also provided in the southeast comer of the plat near 152nd <br />Avenue, though this connection will not be completed at this time. The preliminary plat <br />proposes to utilize the existing City Hall access onto Nowthen Blvd. as a temporary-access. <br />Building will not be permitted on Lot 1, Block 2 and Outlot A until this access is made <br />permanent. Staff has sent the preliminary plat to Anoka County for review and comment. <br /> <br />Assistant Community Development Director Frolik stated the Landscaping Plan is acceptable. <br />City Staff is recommending the addition of plantings along Nowthen Blvd. and Alpine Drive. <br />The Tree Preservation Plan is also acceptable. A majority of the trees will have to be removed <br />from the site, but the trees to be removed do not merit special status. However, Staff is <br />recommending new plantings beyond the minimum requirements because of the significant <br />number of trees that are being removed. She advised the Park and Recreation Commission made <br />some preliminary, suggestions for park dedication that include suggestions for a playgound area. <br />The preliminary plat will be submitted to the Park Commission for a final recommendation. A <br />trail will be required along Nowthen Blvd. Sidewalks are being requested on both sides of the <br />street due to the likelihood that there will be two schools within I mile of the homes at some <br />point in the future. <br /> <br />Assistant Community Development Director Frolik stated staff is recommending preliminary <br />plat approval contingent upon compliance with the City Staff Review Letter. She noted for the <br />record the City received two letters from Nichole O'Connell expressing opposition to the plan, <br />specifically the connection of 15? Lane. <br /> <br />Commissioner Braner stated he will be abstaining from this case due to potential involvement of <br />the School District. <br /> <br />Chairperson Nixt inquired iFthe applicant is present to speak. <br /> <br />Assistant Community Development Director Frolik noted that the applicant is not present at this <br />time, as he was informed this case would likely be discussed later in the evening. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to continue the public hearing <br />to allow the applicant time to arrive. <br /> <br />-78- <br /> <br />Planning Commission/November 3, 2005 <br /> Page 6 of 27 <br /> <br /> <br />
