Motion by Chairperson Nixt, seconded by Commissioner Van Scoy to recommend that City <br />Council approve the preliminary plat for The Meadow contingent upon the following: <br /> <br />a. compliance with the City Staff Review Letter dated October 28, 2005; <br />b. modifying the atignrnent of the 152"d Avenue N.W. road connection in the southeast <br /> comer of the plat consistent with the presentation of Mr. Nielson on behalf of the <br /> Pehlke's; <br />c. staff verifying that the Helium Street right-of-way through the plat is a width that is <br /> appropriate for safety as well as potential future bus traffic; <br />d. staff to evaluate a creative way to preserve a portion of.the Quasi-Public space in the <br /> event it is not used for a Quasi-Public purpose; <br />e. staff determining the appropriate location for sidewalks, which lshould include <br /> consideration of the west side of German/urn Street and north side of 152® Lane in <br /> Brandseth to the east; <br />£. the Comprehensive Plan.Amendment and PUD-rezoning receiving City Council and <br /> Metropolitan Council approval. <br /> <br />Further discussion: It was noted that the Staff Review Letter includes the suggestion by the Park <br />Board that the developer provide a playground on Lot 1, Block 3 adjacent to the Fire Station. <br />CommissiOner Van Scoy inquired if sidewalks are appropriate to discuss in this motion. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Levine, Shepherd, <br />and Watson. Voting No: None. Abstain: commissioner Brauer, Absent: Commissioner <br />Johnson. <br /> <br />Case #9: <br /> <br />Public Hearing- Request for Comprehensive Plan Amendment; Case of GM <br />Land Company <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Van Scoy, to recommend that City <br />Council adopt the resolution authorizing staff to submit the Comprehensive Plan Amendment to <br />Metropolitan Council. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Lev/.ne, Shepherd, <br />and Watson. Voting No: None. Abstain: Commissioner Brauer. Absent: Commissioner <br />Johnson. <br /> <br />Case #10: <br /> <br />Public Hearing - Request to Rezone Certain Propert3, from B-1 Business and <br />Public/Quasi-Public to Planned Unit Development, and R-1 Residential to <br />Public/Quasi-Public; Case of GM Land Development <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to recommend that City <br />Council adopt Findings of Fact relating to a request from GM Land Development to rezone <br />certain property from B-I Business and Public/Quasi-Public to Planned Unit Development; and <br />R-1 Residential to Public/Quasi-Public. <br /> <br />-90- <br /> <br />Planning Commission/November 3, 2005 <br /> Page 18 of 27 <br /> <br /> <br />
