Case #3: <br /> <br />Request for Final Plat Review of Clemens Second Addition: Case of Vincent <br />Clemens <br /> <br />Community Development Director Trudgeon stated Vincent and Evelyn Clemens are proposing <br />a minor subdivision to convert one existing outlot into one buildable lot generally located at the <br />corner of Ebony Street and 137th Avenue NW. The subject property is zoned R-1 MUSA and <br />lies within the Critical Overlay District for the Mississippi River. The proposed lot will be <br />16,240 square feet in size, which exceeds the minimum lot size of 12,150 square feet, and <br />conforms to the minimum lot width of 90 feet. Mr. Trudgeon advised access to the proposed lot <br />will be gained from Ebony Street. Sewer and water facilities recently became available to Outlot <br />A of Clemens Addition and the lot will hook up to these facilities located in Ebony Street. The <br />Planning Commission heard the request for sketch plan review on November 2, 2005, and had no <br />additional comments or concerns. Staff recommends that the City Council approve the request <br />to replat Outlot A of Clemens Addition to Lot 1, Block 1, Clemens Second Addition. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Olson, to adopt Resolution <br />#05-11-386 granting final plat approval of Clemens Second Addition, contingent upon <br />compliance with the City Staff Review Letter dated November 18, 2005. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Olson, Cook, Elvig, <br />Jeffrey, and Strommen. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Site Plan Review for Minks Custom Homes: Case of Minks <br />Custom Homes <br /> <br />Community Development Director Trudgeon indicated Case Nos. 4 and 5 will be discussed <br />together. He explained Minks Custom Homes, LLC submitted a site plan for the development of <br />a 20,000 square foot multi-tenant office/warehouse facility located generally at the southeast <br />corner of Sunfish Lake Boulevard NW and Sunfish Lake Court. Ben Minks is proposing to <br />construct a 20,000 square foot multi-tenant facility by combining two lots through a minor plat to <br />create one, buildable lot. The property is zoned E-1 Employment Office and warehousing uses <br />are permitted within this district. Retail is also permitted, but is limited to 20% of the space of <br />any proposed building. The proposed structure will be a multi-tenant building with eight bays <br />for office/warehousing uses. One bay will be occupied by the offices of Minks Custom Homes. <br /> <br />Community Development Director Trudgeon advised the site plan conforms to all setbacks, <br />architectural standards, and lot coverage requirements. There are some minor issues with the <br />landscaping plan and grading plan, as outlined in the Staff Review Letter and a tree preservation <br />plan is also requested. The Council has authorized the City of Ramsey to write down the cost of <br />the land through Tax Increment Financing. All fees associated with development will be the <br />responsibility of the applicant. Mr. Trudgeon indicated the Planning Commission heard this case <br />on October 6, 2005, and tabled both the site plan review and the sketch plan review of the plat so <br />the applicant could submit a revised site plan that indicated the requested changes concerning the <br />future addition. The Commission heard the case again on November 3, 2005, and recommended <br />approval contingent upon compliance with the Staff Review Letter. <br /> <br />City Council / November 22, 2005 <br /> Page 8 of 23 <br /> <br /> <br />
