computer, they would be able to place the trailer out in the location for several days and receive
accurate information.

Councilmember Connolly inquired as to what the life expectancy is on a speed trailer.

John Parenteau, Kustom Signal, replied that the trailers are made out of aluminum siding and
were first put in use eight years ago. He guessed the average life expectancy to be approximately
12 years because of the technology changes.

Councihnember Connolly inquired if the trailer would be fully warranted.

Mr. Parenteau replied yes.

Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to recommend
that City Council authorize the purchase of Smart Model 1 "Demo" Radar Trailer and
accessories from Kustom Signal, Inc. for a grand total of $10,058.93 from the Police Other
Equipment Capital Account and authorize the purchase of the statistical computer for the radar
trailer at a demo cost of $2,875.50.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, and
Anderson. Voting No: None.

Case #4: Replacement of Oxygen Equipment

Police Chief Gustafson stated that the Police Department is requesting to purchase one oxygen
demand valve to replace a damaged unit, along with one oxygen regulator with liter flow ports.
Recently one of the oxygen demand valves malfunctioned during a medical emergency, causing
damage to internal components beyond repair. The manufacturer of the unit is no longer in
business to support any warranty. Staff requested approval to replace the unit. In addition, the
oxygen kit in one of the unmarked squads is currently set up with an ancient "demand only"
oxygen regulator. On a recent medical, the Chief was not able to provide mask/liter flow oxygen
due to the limitations of the outdated unit. Staff requested replacement of the oxygen regulator.
The Police Department solicited price quotes from PARR Medical and EMP, the City's first aid
suppliers. PARR Medical has the lowest overall prices - $99.00 for the Oxygen Regulator and
$284.75 for the Demand Valve. There is sufficient funds in the Equipment Replacement Fund
under first aid (fixed asset #000240 and 001148) to cover the cost of these units, totaling $433.69
including tax and shipping.

Motion by Councihnember Anderson, seconded by Councilmember Hendriksen, to recommend
that City Council adopt the resolution authorizing the transfer of $433.69 from the Equipment
Revolving Fund to the General Fund for the purchase of a demand valve and regulator from
PARR Medical.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, and
Connolly. Voting No: None.

Finance Committee/November 14, 2000
