City of Ramsey 2006-Adopted General Fund Budget GENERAL GOVERNMENT Mayor and Council - The Mayor and Council is the policy making body of the city. It is the responsibility of the Mayor and Council to implement the power of the City as prescribed by State Statute and City Charter. The Mayor is the presiding officer and a regular member of the City Council. Commissions - The various commissions act as advisory boards to the Mayor and Council. Each commission makes recommendations to and reports directly to the City Council. Administration - The Administration Department is responsible for implementing policies and directives as established by the City Council. The department is responsible for the administration of general or multi- department organizational activities and also provides for the coordination of information to the public. It also provides support and clerical services to the balance of the organization. In addition the department coordinates all personnel functions including compensation and benefit administration, union contract uegotiations and administration and risk management. Elections - The Election Function provides for costs associated with the administration of elections according to State statute and maintenance of voter registration records and all official records of the City. Finauce - The Finance Depamnent is responsible for the fiscal management, processing and maintenance of all accounting transactions for the City. These responsibilities include financial policies and procedures, payroll, accounts receivable, accounts payable, utility billing, the annual budget, the annual audit, bo~Towing and investment activities, and fixed assets. Assessing - Tile assessing function is contracted through Anoka County. The County is responsible for the equitable valuation and classification of all properties within the City. Legal Services - This cost center accumulates expenditures associated With general and prosecution fees paid to legal counsel for all of the City's legal affairs. Planning and Zoning - The Planning and Zoning Division performs functions relative to land use, planning, development plan review, redevelopment, economic development, and zoning and code enforcement. Data Processing - All computer related costs, including maintenance and capital outlay, for all of the City's computer systems are found in this cost center. General Government Buildings - This department reflects costs associated with oPerating the City Hall including repair, maintenance, utilities and related capital costs. Newsletter - All costs, including staff time, printing and postage, related to the production of the city newsletter are accumulated in this cost center. Adopted - December 13, 2005
