There was discussion on each <br />year and project of the plan in addition to a sharing of ideas and philosophy on park development <br />within Ramsey. One question raised by City Council was if the $20,000 proposed to start the <br />planning process for Elmcrest Park (topographic mapping, smwey work, etc.) may be better spent <br />on soccer field construction at Central Park "East". This, of course, would be contingent upon <br />having possession of the east 35 acres. When polled later on the question, Rich Quaal, President <br />of RYAA, stated that additional soccer fields will be needed very soon; however, his opinion is <br />that movement towards development of Elmcrest with emphasis on soccer may be preferable to <br />an additional soccer field at Central Park a bit sooner in time. <br /> <br />Chairperson Cook stated that in his opinion the City would be better off with the keeping the <br />original plan and getting started on Elmcrest park since the $20,000 will not be sufficient funds <br />for constructing an additional soccer field and the City currently does not own the property east <br />of Central Park. <br /> <br />Commissioner Droegemueller replied that the sooner the City begins the process of preparing <br />Elmcrest park for use the better the City is for the future. He explained that his immediate <br />impression from the Finance Committee was that they are not very expansion minded at this time <br />in relation to parks. In reviewing the Cities budget and the parks department is less than ten <br />percent of the budget. Mr. Droegemueller stated that he understands that the other issues the <br />Council is currently dealing with are important, but recreation facilities are highly used by <br />residents. He challenged the City Council to review their plans and give Park and Recreation <br />more future consideration. <br /> <br />Parks/Utilities Supervisor Boos noted that the Council requested that staff put together a <br />maintenance document of all of the parks and staff has agreed to complete the document. <br /> <br />Park and Recreation Commission/January 13, 2000 <br /> Page 2 of 5 <br /> <br /> <br />
