VotingNo: None. <br /> <br />Case #3: <br /> <br />Prepare Policy Statement on Urban Trail/Sidewalk Siting and Construction <br />Responsibility <br /> <br />Parks/Utilities Supervisor Boos stated that both the Planning Commission and the Park and <br />Recreation Commission examined the need and construction responsibility for trails/sidewalks <br />within the road right-of-way. This discussion and resulting consensus was limited to the matter <br />of new subdivisions with urban densities. The Planning Commission seemed to concur with the <br />Park and Recreation Commission's views and wanted to see a written policy before making a <br />recommendation to City Council. <br /> <br />Commissioner Droegemueller questioned the eight foot wide sidewalk. <br /> <br />Chairperson Cook replied that the eight foot wide sidewalk was recommended for maintenance <br />reasons. <br /> <br />Commissioner Ostrum inquired if the sidewalk requirement could hinder a development plan. <br /> <br />Park/Utilities Supervisor Boos replied that in his opinion the addition of "sidewalks" would only <br />have minor implications given the overall scope of the development process. <br /> <br />Chairperson Cook stated that requiring sidewalks in new developments will make neighborhoods <br />a lot safer and in most situations the developer is able to pass some of the additional costs onto <br />the purchaser. <br /> <br />Motion by Commissioner Droegemueller, seconded by Commissioner Johns, to recommend City <br />Council adoption of the resolution detailing urban trail or sidewalk siting and construction <br />responsibility. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Droegemueller, Johns, Asfahl, and <br />Ostrum. Voting No: None. <br /> <br />COMMISSION/STAFF INPUT <br /> <br />1) Anoka County Parks Agenda <br />2) Trail Links to Anoka High School and Anoka County Library <br /> <br />Parks/Utilities Supervisor Boos noted that the cities of Anoka, Ramsey and Andover have met <br />for many years in an attempt to complete a trail system linking the three cities with the <br />commercial areas, the school, ice arena and now the library. <br /> <br />Most recently staff has been discussing a collaborative trail giant process. <br /> <br />3) <br /> <br />Commission Reappointment in February <br /> <br /> Park and Recreation Commission/January 13, 2000 <br /> Page 4 of 5 <br /> <br /> <br />
