Parks/Utilities Supervisor Boos replied that the trail fee funds trails identified on the City's Park <br />and Trail plan as opposed to sidewalks. <br /> <br />Mr. Aune stated that in other City's that Orrin Thompson Homes does business in they require <br />sidewalks along collector streets only and thinks that City should consider that as an option. <br /> <br />Chairperson Cook inquired if Mr. Aune had reviewed the comprehensive trail plan. <br /> <br />Mr. Aune replied yes. <br /> <br />Chairperson Cook stated that the attempt of the trail plan is to have good east/west and <br />north/south connections within the City. The purpose of the proposed ordinance is to provide a <br />safe place for residents and children to walk within their neighborhoods and gain access to the <br />trail system. <br /> <br />Mr. Aune questioned if the City would consider allowing the completion of the sidewalk when <br />the development is 75 percent complete. <br /> <br />Commissioner Rolfe suggested that Mr. Aune discuss the issue at the Planning Commission <br />level. <br /> <br />Parks/Utilities Supervisor Boos noted that when the sidewalk will be constructed has been <br />discussed at length and staff has given a strong recommendation that the sidewalks be <br />constructed during the Stage I improvements because a subdivision can take some time to fill out <br />and then people go ahead with their landscaping and then it makes it more difficult to complete <br />the sidewalk. <br /> <br />Commissioner Rolfe inquired if staff had any concerns that the proposed ordinance would <br />promote more cul-de-sacs. <br /> <br />Parks/Utilities Supervisor Boos replied that he is not sure how the cost would drive the cul-de- <br />sac issue, but felt the balance between thru streets and cul-de-sac's is probably already there and <br />wouldn't have much of an impact. <br /> <br />Motion by Chairperson Rolfe, seconded by Commissioner Johns, to recommend ordinance <br />adoption and forward to the Planning Commission and City Council. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Rolfe, Johns, Droegemueller, <br />LaMere, and Rolfe.
