Parks/Utilities Boos was unable to provide the answer. Mr. Boos discussed the possibility of <br />constructing a trail along C.R. #116 and noted that the cost of the trail would be almost identical <br />to the trail fee that would be collected which would mean the developer may not have to pay out <br />cash for the trail and could bid the trail as part of development. <br /> <br />Mr. Bulow replied that his only concern with constructing the trail along C.R. #116 would be <br />constructing something on someone else's property. <br /> <br />Commissioner Rolfe inquired if staff thought there would be a problem acquiring an easement <br />with the County for the trail. <br /> <br />Parks/Utilities Supervisor Boos replied that the City has not had any problems in the past, but it <br />depends on the situation. The construction of the trail within the right-of-way may depend on the <br />County's plans to reconstruct C.R. #116. <br /> <br />Mr. Bulow questioned if the interior trails would need to be bituminous or concrete, and if they <br />could be constructed adjacent to the curb. <br /> <br />Parks/Utilities Supervisor Boos replied that the Consensus of the Park Commission was that the <br />decision of whether the trail was concrete or bituminous would be left up to the developer, but <br />both the Park Commission and Planning Commission strongly recommended that the trail be <br />constructed eight feet wide to allow for snow removal and two-way pedestrian traffic. <br /> <br />Mr. Bulow questioned if the sidewalk could be constructed adjacent to the curb. <br /> <br />Parks/Utilities Supervisor Boos replied possibly, but recommend that it not be. <br /> <br />Mr. Bulow stated that his concern would be that they plan to irrigate the entire site and if there is <br />a gap in the front yard it would generally not be irrigated and change the aesthetics. <br /> <br />Parks/Utilities Supervisor Boos replied that in Alpine Park they have a six foot median and they <br />used sprays inside the curb that spray towards the path. <br /> <br />Mr. Bulow questioned if it would be acceptable to construct the sidewalk after the irrigation was <br />installed. <br /> <br />Parks/Utilities Supervisor Boos suggested laying the PVC piping under the sidewalk as a sleeve <br />to provide for that. <br /> <br />Motion by Commissioner Droegemueller, seconded by Commissioner LaMere, to recommend <br />the following: <br /> <br />1) No park land be dedicated as part of the 57-unit townhome development. <br />2) Private open space be identified as part of the apartment complex site plan. <br /> <br />Park and Recreation Commission/February 10, 2000 <br /> Page 5 of 7 <br /> <br /> <br />
