Planning Commissioner Dempsey suggested the first priority should be the function of the- <br />sidewalk and where the sidewalk will take you. He stated he believes there should be a <br />reasonable destination within a reasonable distance such as a trail, retail; school, park, etc. He <br />suggested that, given Ramsey's aesthetics, it may be an over reaction to provide sidewalks on all <br />roadways. Because of this, he opposes trails off cul-de-sacs or creating trails on both sides of the <br />roadway. However, he agrees all sidewalks should be concrete. He stated he liked the Andover <br />regulations that do not require sidewalks to be plowed or shoveled which takes the responsibility <br />off the home owner. In that way, a sidewalk would not be considered detrimental to the value of <br />the property it abuts. Also, there is an issue of privacy for the private property owner which can <br />be diminished by the close location of trails. <br /> <br />Commissioner LaMere agreed that is what residents think of initially. But, after having a <br />sidewalk, they sometimes see the value in the trail and enjoy it as well. He stated the term <br />"destination" opens many possibilities but it may also be just going around the block as a form of <br />recreating or for children to travel to get to their friend's house. <br /> <br />Planning Commissioner Wivoda noted the areas under consideration are areas with no trails or <br />sidewalks. He stated there is a valid point about not having trails off cul-de-sacs but you also <br />need to remember that the way it is developing within the MUSA is piecemeal and it will be <br />harder to link the trails in the future since older developments will be next door to newer <br />developments. <br /> <br />Planning Commissioner Dempsey asked if Dysprosium will be reconstructed and if so, whether a <br />narrower road and sidewalk may result. <br /> <br />Commissioner Ostrum asked if every time someone puts in a project, they will try to not install <br />sidewalks, which may become an issue. He noted an exception to the rule can always be made <br />which may be easier to consider than making it too easy to get out of. <br /> <br />Planning Commissioner Dempsey stated all agree any main road of length, even if through a <br />neighborhood, needs a sidewalk. <br /> <br />Planning Commissioner Wivoda asked if Dysprosium would be a minor collector or major <br />collector. <br /> <br />Planning Commissioner Dempsey stated theii engineer said it would be a minor collector. So, a <br />sidewalk would be required on one or two sides. <br /> <br />Acting Chairperson Johns suggested use of the chart on page 32 which identifies guidelines for <br />location, construction and maintenance of sidewalks in new developments. <br /> <br />Planning Commissioner Dempsey asked if the length of street could be a consideration for <br />requirement of a sidewalk. <br /> <br />Parks/Utilities Supervisor Boos commented on a development which occurred where a sidewalk <br />was planned along 142nd Avenue but then it was determined it was not needed due to low traffic <br /> <br />Park and Recreation Commission/May 11, 2000 <br /> Page 3 of 6 <br /> <br /> <br />
