Acting Chairperson Johns stated the maintenance cost can be charged for but if the Council does
not support additional staff, it may not be possible to consider.

Commissioner LaMere stated he also feels snow removal from the sidewalks should be the
property owner's responsibility.

Parks/Utilities Supervisor Boos suggested the Council be asked to consider this issue. The
Commissioners agreed.

Commissioner LaMere asked if there are any cul-de-sacs that are very long where it could be a
problem. It was noted there are two longer cul-de-sacs in Ramsey, one with about 12 homes and
the other with about 24 homes.

Planning Commissioner Dempsey noted traffic on cul-de-sacs is usually from that neighborhood
and, generally, travels at a slower speed.

Planning Commissioner Wivoda stated the length of the street could be identified so shorter
streets are not required to have a sidewalk.

Consensus was reached to direct staff to integrate maintenance language so the responsibility for
snow removal will be placed on the property owner at this point with language on enforcement
not being too strict and left up to the Council. One suggestion was too indicate: "Snow removal
from sidewalks is the obligation of the property owner and Council has the right to enforce those
provisions as they see fit."

Planning Commissioner Dempsey supported charging one dollar on everyone's utility bills so
trails can be reconstructed when needed rather than assessing that cost against the abutting
property owner. He suggested that be included in the ordinance as well.

Parks/Utilities Supervisor Boos asked that all revisions requested by Commissioners be dropped
off at the City Hall by next week Tuesday so staff can incorporate them into the draft ordinance.

Planning Commissioner Wivoda suggested creating a classification for sidewalks based on the
width.

Commissioner Ostmm suggested the language also say the house must front the property, but for
comer lots.

Case #2: Discuss Trail Connection between Anoka, Andover and Ramsey

Due to the lack of a quorum, this item was not addressed.

Case #3: Report on Environmental Expo

Due to the lack of a quorum, this item was not addressed.

Park and Recreation Commission/May 11, 2000
Page 5 of 6
