Commissioner Droegemueller inquired as to how many residents present were concerned <br />with access. <br /> <br />The majority of the residents present were concerned with access to the park. <br /> <br />Unknown resident stated that in his opinion the park is an asset, but would like a <br />controlled access. <br /> <br />Commissioner Droegemueller explained that the City has not discussed the location of <br />the access, that decision will be left up to the Committee that will be formed to discuss <br />the development of Elmcrest. The concept plan was only put together in order to receive <br />a grant for the development of the park. <br /> <br />Mr. Hetland inquired if MnDOT had been contacted regarding an access along T.H. #47. <br /> <br />Director of Public Works Kapler replied that the City has not reached that stage in the <br />process. <br /> <br />Commissioner Droegemueller explained that they are in the very early phases. <br /> <br />Councilmember Connolly stated that having the access in the middle of a residential <br />neighborhood would be very confusing. <br /> <br />Mr. Olsen stated that 167th Avenue is a heavily traveled road and questioned if it would <br />be possible to place an access along 167th Avenue. <br /> <br />Commissioner Droegemueller replied that there is a lot of private property to the north <br />which might make it difficult to make an access along 167th Avenue. It would be his <br />preference to keep the access out of the residential neighborhoods. <br /> <br />Chairperson Cook stated that the concept plan presented with the grant application <br />addressed some of the issues the City has regarding the need for soccer fields and the <br />need for another community park. A steering committee will be formed to help with the <br />design of the park and it would be very beneficial to have some residents on that <br />committee. <br /> <br />Commissioner Droegemueller stated that the park is 94 acres and will allow for trails and <br />buffer zones from neighborhoods, with a minimum impact on trees and nature. <br /> <br />Unknown resident inquired if the trail will continue along the water shed area. <br /> <br />Commissioner Droegemueller replied that they were not sure at this time, but could be a <br />possibility. <br /> <br />Unknown resident inquired if there will be lighted fields. <br /> <br />Park and Recreation Commission Work Session <br />December 14, 2000 <br /> Page 2 of 5 <br /> <br /> <br />
