10. That the Permittee has provided an updated Site Plan indicating a total of fifty (50) outside <br />storage ‘stalls’, with stall widths of at least sixteen (16) feet, stall depths of forty (40) feet, <br />and drive aisles of twenty-eight (28) feet in width. <br /> <br />11. That based on the proposed location of the outside storage area, together with the existing <br />landscaping around the perimeter of the Subject Property, the outside storage would not be <br />readily visible by the general public. <br /> <br />12. That the Permittee has stated that the goal is still to build out the Subject Property in <br />accordance with the approved Site Plan from 2019 (which would mean constructing <br />another nine (9) self-storage buildings and eliminating all outside storage). <br /> <br />13. That the Planning Commission held a public hearing on October 27, 2022, and <br />recommended approval of the permit with conditions included in this Resolution. <br /> <br />14. That the City Council reviewed the permit on November 7, 2022. <br /> <br /> <br />FINDINGS OF FACT <br /> <br />1. That the interim use of a portion of the Subject Property for open and outside storage will <br />not be unduly dangerous or detrimental to persons residing or working in the area. <br /> <br />2. That the interim use of a portion of the Subject Property for open and outside storage will <br />not substantially adversely impair the use, enjoyment or market value of any surrounding <br />property. <br /> <br />3. That the interim use of a portion of the Subject Property for open and outside storage will <br />be maintained so as to be harmonious and appropriate in appearance with the existing or <br />intended character of the general vicinity and will not change the essential character of the <br />area. <br /> <br />4. That the interim use of a portion of the Subject Property for open and outside storage will <br />not be hazardous to existing or future neighboring uses. <br /> <br />5. That the interim use of a portion of the Subject Property for open and outside storage will <br />not impact essential public facilities and services, such as highways, streets, police and fire <br />protection. <br /> <br />6. That the interim use of a portion of the Subject Property for open and outside storage will <br />not create excessive additional requirements at public cost for public facilities and services <br />and will not be detrimental to the economic welfare of the community. <br /> <br />7.
