CASE #1
SUNFISH LAKE RECREATIONAL DISTRICT
By: Leonard Linton, Civil Engineer

Background:

Staffhas been preparing reviews of each Recreational District as time allowed. The November
2005 meeting reviewed the sketch plan for a mixed-use residential development in this district.
The sketch plan was reviewed by the Planning Commission and City Council. Both bodies
directed the developer to modify the sketch plan and re-submit. The revised plans have not been
submitted; however, discussion of the sketch plan also included the park property on the
southwest side of Sunfish Lake.

This recreation district includes Emerald Pond, Flintwood Terrace and Hunter's Hill parks.
Ramsey Elementary School is also in this Recreation District. The park amenities include
restrooms, parking, skating, hockey and warming house, softball fields, soccer/football field,
play areas, picnic areas and trails.

A request for proposal for concept planning in the park was issued in the fall of 2003. This was
the same time period that Ramsey Town Center was applying for and receiving final plat
approval. The proposal was not reviewed or accepted by the City Council at that time. The park
property is narrow and is bounded by Sunfish Lake on the east and Sunfish Lake Boulevard on
the west. The preliminary sketch included in one proposal showed a passive park with open area
for observing the lake and having picnics.

The recreation district includes Alpine Acres Townhomes, The Ponds townhomes and the
Village of Sunfish Lake along with multiple single family developments.

Staff Recommendation:

The trails shown on the Park and Trail plan must be incorporated into developments proposed in
this district. A list of recommended amenities should be prepared so that it can be provided to
developers contemplating projects in the district.

Commission Action:

Based upon discussion.

Reviewed by:
Assistant Director Public Works/Principal Engineer
Parks/Utilities Supervisor

P&R: 1/12/06
